I. Project/Item Description. Please include the following item on the next available City Commission consent agenda:

Approve selection and authorize staff to negotiate a scope of services with the team of Urban Development Services and Anne Benson McGlone LLC for the Oread Neighborhood Design Guidelines.

 

II. Project Description/History.  The City Commission accepted a Historic Preservation Fund Grant in the amount of $30,005 on June 7, 2011.  The purpose of the grant is to hire a qualified consultant to lead public meetings and draft design guidelines for the proposed overlay districts identified in the Oread Neighborhood Plan. (http://www.lawrenceks.org/pds/lr-areaplans)  On November 1, 2011, the City Commission authorized staff to publish an RFP for this project.  Five responses were received.  A review committee composed of the Director of PDS, the Assistant Director of Planning, the City Clerk, the Neighborhood Planner and the Historic Resources Administrator evaluated the responses.  The unanimous determination of the committee is to recommend the team of Urban Development Services and Anne Benson McGlone (see attached proposal).  This team has experience with the development of design guidelines, the facilitation of development meetings, and the planning process.   

 

III. Project/Item Funding.  The City of Lawrence has been awarded 2011 HPF grant for the Oread Neighborhood Design Guidelines in the amount of $30,005. The grant provides 60% of the estimated $50,000 project cost and the City of Lawrence will provide 40% of project costs in cash ($2,621) and matching (Salaries $17,387).

 

IV. Action Request The selection committee recommends that the City Commission authorize staff to negotiate a scope of services with the team of Urban Development Services and Anne Benson McGlone LLC for the Oread Neighborhood Design Guidelines.
