Approval of final Change Order for the Demolition at the former Farmland Industries Site. This is the final demolition contract change order covering all outstanding items. The total change order amount is $11,552.92.
Project History. On September 29, 2009 the City closed on the ownership of the former Farmland Industries Nitrogen Plant Site at no cost to the City. This site was acquired to help with the remediation of the site and to facilitate the development of the site and corresponding job growth. In preparation of site development the existing building structures, piping and corresponding appurtenances needed to be demolished. The City Commission authorized staff to distribute a request for proposals for demolition services on the property on September 28, 2010
On December 21, 2010 the Lawrence City Commission approved awarding the Demolition Services (Project No. PW1015) contract to R.D. Johnson Excavating in the amount of $252,000.
Project Status. Demolition activities on site have been completed. Master Planning for the redevelopment of the project are underway. The Final Draft of the Remedial Design/Remedial Action Plan will be submitted to the Kansas Department of Health and Environment on April 20th.
Change Order Details. During the demolition it was discovered that there was a considerable amount of residuals in the various small storage tanks on site. These tanks needed to be rinsed out and the corresponding waste product produced needed to be disposed of properly. The following items are included within the final Change Order.

Exhibit A of the demolition contract states: After the first 1500 tons of steel is recylced the proceeds for recyclable steel will be split between the contractor R.D. Johnson and the City of Lawrence. The split will be as follows: 75% R.D. Johnson and 25% for the City of Lawrence." There was a total of 1798.48 tons of steel recycled with the demolition of the plant. This correlated to a credit of $13,431,60 back to the City as its share of the recycling. The City was also able to take advantage of a cost savings by using its hazardous household waste contract with the State in the disposal of the following tabulated items:

This not only saved the City in disposal fees but keeps these products out of the landfill.
Project Funding. The project was paid for out of Capital Improvement Reserve Funds and the remediation funds transferred to the City upon acquisition of the property. The change order costs will be financed with remediation fund money.
