A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the week of September 17 – 23, 2012 as Constitution Week.

 

2.       Proclaim the month of September, 2012 as Leukemia, Lymphoma & Myeloma Awareness Month.

 

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Community Development Advisory Committee meeting of 04/12/12

Homeless Issues Advisory Committee meeting of 08/14/12

 

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Approve licenses as recommended by the City Clerk’s Office.    

 

4.       Approve appointments as recommended by the Mayor. 

 

5.       Bid and purchase items:

 

a)       Approve sale of surplus property on Gov Deals.   Staff Memo

 

b)       Approve as a sole source purchase and award bid for three light poles and fixtures on ball diamond #8 at the Youth Sports Complex to Musco Sports Lighting for $30,000.   Bid Memo

 

c)       Award bid for 70 golf vehicles for the Parks and Recreation Department to E-Z-Go for $56,714 per year for the next four years.  Bid Memo & Attachments

 

d)       Authorize a change order in the amount of $75,000 for milling and overlay and associated curb repairs to Crestline Drive.  Staff Memo & Attachments

 

6.       Adopt the following ordinances on second and final reading:

 

a)       Ordinance No. 8788, allowing possession and consumption of alcohol on the public right-of-way on October 6, 2012, 10:00 a.m. – 11:00 p.m. in the 900 block of New Hampshire Street and the 200 block of E. 9th Street during events associated with the Color Run.

 

b)       Ordinance No. 8748, for Comprehensive Plan Amendment (CPA-6-5-09) to Horizon 2020 – Chapter 14 to include the Northeast Sector Plan. (PC Item 4; approved 7-2 on 4/23/12)

 

7.       Approve a Temporary Use of Public Right-of-Way Permit allowing the closure of a portion of the 900 block of New Hampshire Street for the Arts Center Final Friday event from noon to midnight on Friday, September 28, 2012, and adopt on first reading, Ordinance No. 8792, allowing possession and consumption of alcoholic liquor on the public right-of-way in conjunction with the event.    Staff Memo & Attachments

 

8.       Approve as “signs of community interest”, a request from the United Way of Douglas County to place temporary signs in various rights-of-way throughout the City from September 15 – November 21, 2012.

1.       Conduct public hearing to consider the vacation of a holding basin and part of the bicycle/pedestrian easement at 3400 & 3401 Aldrich Street as requested by property owner Grand, LLC.   Staff Memo & Attachments

4.       Consider Comprehensive Plan Amendment, CPA-4-2-12, to Chapter 6 of Horizon 2020 to create CC600 District policies and to Chapter 14 Specific Plans, to revise the West of K-10 Plan and A Nodal Plan for the Intersection of West 6th Street & Kansas Highway 10 (K-10) designating the node of 6th Street and K-10 as a CC600. 6.       Consider a request to rezone, Z-4-5-12, approximately 146 acres located in the NW quadrant of the intersection of West 6th Street/Hwy 40 and Kansas Hwy 10 (K-10) from County A (Agriculture) District and County B1 (Neighborhood Business) District to the pending district CC600 (Community Commercial) District to accommodate a regional recreation facility. Initiated by City Commission on 4/10/12. I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

150th Anniversary Advisory Committee:

This is a new committee that shall have nine (9) members and will be tasked with advising the City Commission on the implementation of the 150th Anniversary schedule of events and to recognize the 150th Anniversary of the August 21, 1863 raid on the City of Lawrence by Quantrill and his followers.

 

Aviation Advisory Board:

Three positions expire 05/31/12.  All are eligible for reappointments to additional terms.

 

Board of Zoning Appeals/Sign Code Board of Appeals:

One position expires 09/30/12 and is eligible for reappointment to an additional term.

 

Community Development Advisory Committee:

Two positions will expire 09/30/12 and are not eligible for reappointment. 

 

Downtown Task Force:

Appointment of seven to eleven members available on this newly formed task force.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/12.  Eligibility requirements exist for this board.

 

Hospital Board:

Two positions expire 09/30/12.  One is eligible for reappointment to an additional term and one is not eligible for reappointment.

 

Human Relations Commission:

One position will become vacant 09/30/12 and one vacancy for a position that expires 09/30/14.

 

Jayhawk Area Agency on Aging:

One position expires 09/30/12 and is eligible for reappointment to an additional term.

 

Joint Economic Development Council:

A new board that will have 12 voting members, with two community members appointed by the City Commission.

 

Lawrence Alliance:

One vacancy for a position that expires 11/30/12.

 

Lawrence Citizen Advisory Board:

Two vacancies for positions that expired 03/01/12. 

 

Lawrence Cultural Arts Commission:

One vacancy for a position that expires 01/31/13 and one vacancy for a position that expires 01/31/14.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy on this board.

 

Sales Tax Audit Committee:

One vacancy for a position that expires 04/30/14. 

 

Sister Cities Advisory Board:

Three vacancies for positions that expire 12/31/12, and 12/31/14.
