December 11, 2012 Agenda Item – Authorize the City Manager to execute Supplemental Agreement No. 1 to the original engineering services agreement with Wilson and Company in the amount of $60,520.00 for design and bid phase engineering services for project UT1206DS O’Connell Road Waterline

Please include the following item on the City Commission Agenda for consideration at the December 11, 2012 meeting:

Authorize the City Manager to execute Supplemental Agreement No. 1 to the original engineering services agreement with Wilson and Company in the amount of $60,520.00 for design and bid phase engineering services for project UT1206DS O’Connell Road Waterline

Project Description

The O’Connell Road Waterline project involves the installation of approximately 9,960 lineal feet of 16” waterline from O’Connell Road and Prairie Terrace south to approximately 2,000 feet north of 1100 Road as shown on the attached map. The waterline extension will provide service to the future Wakarusa Wastewater Treatment Facility and connection points for both the City of Baldwin and Douglas County Rural Water District No. 4.

Project History

Department of Utilities staff have been coordinating with KDOT and Wilson and Company for utility relocations required for the construction of the completion of the South Lawrence Trafficway. Wilson and Company is currently under contract with the City of Lawrence for the design of the watermain extension on O’Connell Road. Both the City of Baldwin and Douglas County Rural Water District No. 4 currently have their metered connection points in the vicinity of the intersection of 31st Street and Haskell Avenue and must relocate their meter and backflow vaults to accommodate the planned reconstruction of this intersection as part of the South Lawrence Trafficway project.

Department of Utilities staff have been coordinating with KDOT, RWD#4, City of Baldwin, and Wilson and Company on the O’Connell Watermain project to complete design work in 2012 with construction to be completed prior to June 2013 in accordance with KDOT’s bidding and construction schedule for the South Lawrence Trafficway.

Project Status/ Details

Staff, in coordination with RWD#4 and the City of Baldwin, have negotiated a scope and fee for additional engineering services required for special use permitting, metering station building design, additional geotechnical work, and development of additional construction documents required for the replacement of an 8” waterline with a 4” waterline for RWD#4.

The table below reflects the proposed fee components in relation to estimated construction costs provided by Wilson and Company for evaluation by City staff. For estimating purposes a 5% contingency is included in the construction estimate below to account for any unforeseen items excluded from the anticipated scope of construction activities.

Estimated Construction Cost                                                 $2,016,155.00

Original ESA                                                             $99,980.00

Supplemental Agreement No. 1                                   $60,520.00

Total ESA                                                                $160,500.00

Total ESA - % of construction                                               7.96%

The Total ESA as a percentage of total construction cost is consistent with published City of Lawrence Design Fee Guidelines. The Supplemental Agreement includes subconsultant fees for geotechnical and architectural services. Construction phase services are not included within the proposed scope and will be negotiated and executed at the time of bid award.

Staff anticipate completing property acquisition, design phase engineering, and having the project ready to bid in early 2013 for construction completion prior to June of 2013.

Project Funding

Funding for the project will be from the Department of Utilities non-bonded construction fund. Cost sharing agreements with KDOT, City of Baldwin, and Rural Water District No. 4 are currently being finalized. It is anticipated, based on documentation provided to KDOT for review and approval, that the total reimbursement to the City of Lawrence will be approximately fifty percent (50%) of the estimated construction cost listed above.
