RE:

Fifteen Minute Parking Meters – 645 New Hampshire

On April 27, 2010, the City Commission approved the installation of 15 minute parking meters in the 600 – 1000 blocks of Massachusetts Street. Later, the City Commission approved a request to install one 15 minute meter in the 1100 block of Massachusetts Street.

Recently a request was received for the installation of four 15 minute meters adjacent to 645 New Hampshire Street (see map). The Lawrence Journal World has moved their customer/client reception area from the 609 New Hampshire entrance to the 645 New Hampshire entrance, and they are asking for 15 minute meters in the area because most of their customers generally take only a few minutes to do their business. City staff recommends the installation of two 15 minute meters (on 7th Street) at this time, and after a trial period if the Lawrence Journal World would like to request two additional meters, the request can be considered at that time.

Installation of the meters would cost around $170 each ($340 total) to have the meter heads painted yellow, replace the mechanisms and replace the rate plates. Ordinance No. 8518, previously adopted by the City Commission, sets the rate ($0.25 per fifteen minutes) and color of the 15 minute meters. The meters are subject to the same overtime fine as other downtown parking meters and lots. The location of the meters does not need to be set by ordinance.

ACTION:      Approve installation of two 15 minute parking meters on 7th Street adjacent to 645 New Hampshire Street.
