A.        RECOGNITION/PROCLAMATION/PRESENTATION:

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 08/06/13 and 08/13/13.

 

2.       Receive minutes from various boards and commissions:

 

Homeless Issues Advisory Committee meeting of 05/07/13

Lawrence Cultural Arts Commission meeting of 05/01/13

Public Incentives Review Committee meeting of 05/14/13

Sister Cities Advisory Board meetings of 04/10/13 and 07/10/13

Sustainability Advisory Board meeting of 07/10/13

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Bid and purchase items:

 

a)       Authorize the purchase of five (5) Motorola radios for the Lawrence Police Department, off the State of Kansas contract, for a total of $20,158.46.   Bid Memo & Attachments

 

b)       Authorize purchase of various components for a Station Video Conferencing System for the Fire/Medical Department, off the State of Kansas contract, for a total of $53,671.   Bid Memo

 

6.       Adopt on first reading, Ordinance No. 8901, authorizing the issuance of up to $2.5 million in industrial revenue bonds (IRBs) and authorizing the Mayor to execute the necessary bond documents for the Neuvant House Project.   Staff Memo & Attachments

 

7.       Adopt on second and final reading, Ordinance No. 8891, to rezone (Z-13-00191) approximately 5.09 acres from IG (General Industrial) District to IL (Limited Industrial) District, located at 2200 East Hills Drive. (PC Item 3; approved 5-1 on 7/22/13) 

 

8.       Authorize the Mayor to sign Releases of Mortgage for:  Staff Memo

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

D.        REGULAR AGENDA ITEMS:

           

1.       Conduct a public hearing regarding the request for a fifty percent (50%) property tax abatement from Sunlite Science & Technology, Inc., on property at 4811 Quail Crest Place, Lawrence, Kansas and consider the following items related to the request:   Staff Memo & Attachments   Correspondence - Added 08/27/13   Staff Memo on Tax Abatement History - Added 08/27/13

·         Receive PIRC recommendation;

·         Consider adopting Resolution No. 7042, granting a ten year, fifty percent (50%) property tax abatement; and

·         Consider authorizing the Mayor to execute a performance agreement with Sunlite Science & Technology, Inc., setting forth the related performance requirements for the tax abatement.

 

ACTION:     Conduct public hearing and adopt Resolution No. 7042, authorizing a fifty percent (50%) property tax abatement for Sunlite Science & Technology, Inc. for property located at 4811 Quail Crest Place; and authorize the Mayor to execute a performance agreement with Sunlite Science & Technology, Inc., if appropriate.

 

 

2.       Consider authorizing issuance of a Temporary Use of Public Right-of-Way Permit, with conditions, for the Color Run on Saturday, September 14, 2013.    Staff Memo & Attachments

 

ACTION:      Authorize issuance of a Temporary Use of Public Right-of-Way Permit, with conditions, for the Color Run on Saturday, September 14, 2013, if appropriate.

·         Chamber of Commerce Taste of Lawrence, Thursday, September 12, 4:00 – 7:00 p.m.  Location:  Meadowbrook Apartments.

 

·         National League of Cities Congress of Cities and Exposition, November 12 – 16.  Location:  Seattle, WA.

 

·         City Commission meetings scheduled for December 24 and December 31 have been canceled due to Christmas Eve and New Year’s Eve.

 

·         City Commission meeting will be held on Monday, December 30 for bill paying and end of year housekeeping items.  Time to be determined.

Board of Zoning Appeals/Sign Code Board of Appeals:

Four positions expire 09/30/13.  One position will become vacant and three positions are eligible for reappointment to additional terms.

 

Building Code Board of Appeals:

Four positions expire 11/30/13.  One position will become vacant and three positions will be eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Community Development Advisory Committee:

Two vacancies for positions that expire 09/30/13 and 09/30/15.  Three additional positions expire 09/30/13.  One of those positions will become vacant and three positions will be eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Contractor Licensing Board:

Three positions expire 12/31/13.  Two positions will become vacant and one position is eligible for reappointment to an additional term.  Eligibility requirements exist for this board.

 

Douglas County Senior Services Board:

Two positions expire 12/31/13 and are eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/12.  Eligibility requirements exist for this board.

 

Historic Resources Commission:

One vacancy for a position that expires 03/01/15.  Eligibility requirements exist for this board.

Lawrence Citizens Advisory Board:

Two positions expired 03/01/13 and are eligible for reappointment to additional terms.
