Program Update

The fourth quarter (last Phase) of street rating Cycle 3 was completed in November 2013 followed by recent comparative analysis of the new survey data with existing data in the City’s pavement management program.  This management program provides Public Works with a tool to maintain an inventory of street pavement, their respective condition and maintenance work history, and the ability to identify budget needs and impacts associated with preservation strategies and asset management. By applying this tool and with the continued support of the City’s citizens and representatives, the City has seen the implementation of a wide range of maintenance techniques from preventative maintenance measures to major rehabilitation and reconstruction impacting overall Pavement condition Index (PCI) and pavement deterioration. Contributing impacts of the program can be seen in reduction in the number of potholes patched by street maintenance division that amounted to 6,127 in 2013 versus the 6,041 potholes patched in 2012, the 12,575 potholes patched in 2011, and the 30,472 potholes patched in 2010.  The expansiveness of maintenance activities are reflected in the attached 2006-2013 combined maintenance map.

 

In addition to a traditional street maintenance program we now have an active pavement marking / remarking program which include painting with in-house crews and contracting for more permanent crosswalk / intersection markings. (See attached 2014 pavement marking plan)

 

Program Summary

Results of the current street rating data indicate the following (also see attached PCI map):

 

•     Average PCI progressively increased by 7.48% from Cycle 2 to Cycle 3 and by 9.48%

from Cycle 1 to Cycle 3 -> (Cycle 1 = 69.00, Cycle 2 = 70.28, Cycle 3 = 75.54)

 

•     Deterioration rates are slowing:  Overall average yearly deterioration rate for Cycle 3 comparable street segments equals a positive incline of 2.67


 

•    The percentage of streets in the “fair to poor” (“unacceptable”) range has decreased:

Cycle 1 – 31.5% fair to poor

Cycle 2 – 29.8% fair to poor

Cycle 3 – 20.57% fair to poor

 

2014 Street Maintenance Program & Funding

In August 2013, the City commission approved approximately $3.065 million to be utilized for the 2014 Street Maintenance Program. Additionally, $1.03 million from bonded debt will be utilized toward the Maintenance Program from the reduction in the Rock Chalk Park project bonded debt. Also, $100,000 from Transit will be added to the program funding for street maintenance projects.  The total funding for the 2014 Street Maintenance Program is approximately $4.2 million and the pie chart below gives a breakdown of the various funding sources.  The “Proposed 2014 Comprehensive Street Maintenance Program” map is attached to this document.  The map includes streets identified for maintenance work such as crack sealing, microsurfacing/ patching, mill and overlay/ curb and gutter, concrete rehabilitation, and internal street maintenance project areas that include concrete and asphalt rehabilitation work. Other significant project locations such as the KLINK mill and overlay, multiple CIP reconstructions, several intersection geometric/signal improvements, and the brick restoration/ concrete reconstruction projects are also shown.

 

 

The proposed 2014 program map has been reviewed by the Utilities Department and the Bicycle Advisory Committee (BAC).  Public Works will coordinate potential conflict locations with Utilities Department including scheduling and phasing of projects. Recommendations have been provided by the BAC per their November 19, 2013 meeting minutes. The following locations are in the proposed 2014 Comprehensive Street Maintenance Program with corresponding recommendation by BAC and/or other notation of complete streets elements to be included:

 

1.  6th & Iowa Geometric Improvements – Bike & pedestrian amenities included in existing plan.

2.  9th & Emery-Michigan Geometric Improvements – Addition of bike lanes per current plan between Emery & Avalon.

3.  23rd & Iowa Geometric Improvements - Pedestrian improvements included.

4.  Haskell Rail Trail Paving – Existing crushed gravel trail to be paved.

5.  2100 Vermont St Brick Reconstruction – Traffic calming diverter to be installed at 23rd.

6.  Vermont St (6th to 11th)/ Mill, Overlay – BAC proposed contraflow bike lanes from 6th to

7th & bike lanes from 7th to 11th which would require either removal of some parallel parking or elimination of center turn lane; Public Works is not recommending bike lanes but would consider installation of shared lane bicycle markings (Sharrows).

7.  31st St Relocation & Extension w/ SLT – Shared Use Path to be constructed.

8.  Bob Billings Pkwy west of Wakarusa Reconstruction – Addition of bike lanes per current plan.

9.  Wakarusa Reconstruction extended north through Inverness – Addition of bike lanes &

also proposed roundabout at Inverness.

10. Princeton Blvd (Iowa to Lawrence)/ Mill, Overlay, Curb – Reestablish bike lanes w/

improved pavement markings.

11. Haskell Ave (12th to 15th)/ Mill, Overlay – Addition of shared lane bicycle markings

(Sharrows).

12. 19th St (Almira to Harper)/ Mill, Overlay – Reestablishment of existing pavement markings including bike lanes.

13. Harper St (19th to 23rd)/ Mill, Overlay - Addition of shared lane bicycle markings

(Sharrows).

14. N Michigan St (2nd to Riverridge)/ Microsurfacing - Reestablishment of existing pavement markings including bike lanes.

15. Riverridge Rd (N Michigan to Iowa)/ Microsurfacing - Reestablishment of existing pavement markings including bike lanes.

16. Michigan St (3rd to 4th)/ Microsurfacing – Addition of shared lane bicycle markings

(Sharrows) & Also Michigan St (2nd to 3rd, 4th to 6th)/ Pavement Marking Install only – Addition of shared lane bicycle markings (Sharrows).

17. W 2nd St (Michigan to 471’ E of McDonald)/ Microsurfacing - Addition of shared lane bicycle markings (Sharrows).

18. Wisconsin St (2nd to 4th)/ Mill, Overlay - Addition of shared lane bicycle markings

(Sharrows) & Also Wisconsin St (4th to 6th)/ Microsurfacing - Addition of shared lane bicycle markings (Sharrows).

19. 4th St (186’ E of Maine to McDonald)/ Microsurfacing - Addition of shared lane bicycle
