Please include the following item on the City Commission Agenda for consideration at the January 28, 2014 meeting:

Authorize the City Manager to execute an engineering services agreement with Professional Engineering Consultants for design phase engineering services in the amount of $49,457.00 for project UT1312DS, Bob Billings Parkway Watermain Replacement George Williams Way to Bobwhite Drive.

 

Project Description:

Staff anticipates the ongoing need for the relocation and replacement of water distribution infrastructure due to conflicts with proposed street improvement projects, pipe age, reliability, water quality and capacity issues. The previous five  (5) years, 2009-2013, the program targeted the replacement of over 17,000 feet of 8” and 12” watermains along Iowa Street from 9th to University, Orchard Lane from Centennial to Iowa, Kentucky Street from 12th to 19th Streets, 9th Street from Vermont to Tennessee, 18th Street from Tennessee to Kentucky, 13th Street from Tennessee to Vermont, Bob Billings Parkway from Iowa Street to Kasold Drive, and 19th Street from Maple Lane to Harper Street. Department Staff also self performed several smaller watermain replacements during this period.

 

Project History:

On October 8, 2013, City Commission authorized staff to advertise a Request for Proposals for Design and Construction Phase Engineering Services.

 

On November 8, 2013, staff received proposals from six (6) groups. Proposals were received from Benesch Engineers, BG Consultants, CFS Engineers, HDR Engineering, Professional Engineering Consultants, and Wilson & Company Architects and Engineers. Review committee staff evaluated the proposals and determined Professional Engineering Consultants to be the highest qualified respondent for the requested services.

 

On December 17, 2013, City Commission authorized staff to negotiate an engineering services agreement with Professional Engineering Consultants.

 

Project Details:

Staff identified the replacement of the 1997 12” ductile iron watermain on Bob Billings Parkway from Bobwhite Drive to George Williams Way, as shown on the attached map, as the initial project to be included in the 2014-2015 program. The existing 1997 12” ductile iron waterline has experienced numerous failures due to the highly corrosive soils present in this area coupled with the fact that the watermain was installed without protective measures against corrosion.

 

Staff has negotiated a scope of services and fee for the design of this project in the amount of $49,457.00. The proposed scope and fee for design phase engineering services is commensurate and appropriate for the project. The fee includes basic A/E design services in the amount of $42,923 as well as non-basic A/E services related to geotechnical sub-consultant coordination, permitting, and advertising and bidding in the amount of $6,534.

 

The table below reflects the proposed fee components in relation to preliminary construction cost estimates.

 

Estimated Construction Cost:                                 $541,200

Basic A/E Design Phase - % of Construction:             7.9%

Non-Basic A/E Design Phase - % of Construction:      1.2%

Total ESA - % of Construction:                               9.1%

 

The basic A/E design phase ESA amount as a percentage of estimated construction cost of 7.9% is below the recommended amount of 9.1% per the design fee guideline adopted by the City of Lawrence on January 11, 2011. Additional non-basic A/E services itemized within the scope and fee include geotechnical sub-consultant coordination, project permitting, and services related to advertising and bidding.

 

Staff proposes to initially contract for this project with an option to extend the contract to include additional projects, based on satisfactory performance, with the negotiation of a supplemental agreement.

 

Project Funding:

The program is included in the Department of Utilities adopted scenario 5 Capital Improvement Project and corresponding adopted Rate Plan. The adopted Capital Improvement Project budget has $12,663,500.00 allocated for the program for the 2013-2017 period. To date a total of $2,216,707 has been expended or encumbered for design (ten projects) and construction (four projects).

Action Request:

Authorize the City Manager to execute an engineering services agreement with Professional Engineering Consultants for design phase engineering services in the amount of $49,457.00 for project UT1312DS, Bob Billings Parkway Watermain Replacement George Williams Way to Bobwhite Drive.
