Background

The Bob Billings Parkway waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Bob Billings Parkway waterline as the initial project to be included in the 2014-2015 program. The existing 1997 12” ductile iron waterline has experienced numerous failures due to the highly corrosive soils present in this area coupled with the fact that the watermain was installed without protective measures against corrosion.

 

Project Description

The Bob Billings Parkway waterline replacement project, as shown on the attached map, includes the replacement of the existing 1997 12” ductile iron waterline from George Williams Way to Bobwhite Drive. The project includes the installation of approximately 2,100 linear feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement and disturbance of existing surface features. The project will be completed in a single phase, and it is planned to be completed within 120 calendar days from the date that notice to proceed is issued.

 

Project Details

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday September 3, 2014.

 

A public meeting will be held with affected residents, tenants, and business owners prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to minimize construction impacts on the neighborhood.

 

The waterline replacement project will require the northernmost westbound lane on Bob Billings Parkway to be closed from Bobwhite Drive to George Williams Way for the duration of the construction timeframe. The northernmost westbound lane on Bob Billings Parkway will be tapered into the work zone starting approximately 300 feet east of Bobwhite Drive and westbound traffic will be reduced to a single lane on Bob Billings Parkway until approximately 100 feet west of George Williams Way. Access to George Williams Way from Bob Billings Parkway will remain open during the project. Access to Redleaf Place from Bob Billings Parkway will be closed for the duration of the construction timeframe; Redleaf Place will remain accessible from Longleaf Drive.

 

Project Funding

The project is funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.
