NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Bicycle Advisory Committee meeting of 10/21/14

Homeless Issues Advisory Committee meeting of 09/09/14

Parks & Recreation Advisory Board meeting of 12/09/14

Planning Commission meeting of 11/17/14

Public Health Board meeting of 10/20/14

 

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Approve licenses as recommended by the City Clerk’s Office.    

 

4.       Approve appointments as recommended by the Mayor.

 

5.       Bid and purchase items:

 

a)       Award Bid No. 1469 for nine (9) Ford Police Utility Interceptors ($241,222) and Bid No. 1468 for one (1) Ford Special Service Expedition ($35,990) to Laird Noller Ford for a total of $277,212.   Bid Memo

 

b)       Approve the purchase of one (1) Elgin Eagle Street Sweeper for the Public Works Department, from Key Equipment Co., for $230,391.20, utilizing the NJPA cooperative purchase contract.   Bid Memo

 

6.       Adopt the following ordinances on second and final reading:

 

a)       Ordinance No. 9050, adopting the code of the City of Lawrence, Kansas – January 1, 2015 edition.

 

b)       Ordinance No. 9057, for landmark designation of 645 Connecticut to the Lawrence Register of Historic Places.

 

c)       Ordinance No. 9058, for landmark designation of 742 Connecticut to the Lawrence Register of Historic Places.

 

d)       Ordinance No. 9059, for landmark designation of 821 New York to the Lawrence Register of Historic Places.

 

e)       Ordinance No. 9060, for landmark designation of 934 Delaware to the Lawrence Register of Historic Places.

 

f)       Ordinance No. 9061, for landmark designation of 936 Pennsylvania to the Lawrence Register of Historic Places.

 

g)       Ordinance No. 9062, for landmark designation of 945 Delaware to the Lawrence Register of Historic Places.

 

h)       Ordinance No. 9063, for landmark designation of 946 Delaware to the Lawrence Register of Historic Places.

7.       Authorize staff to extend contract quantities for Project No. PW1436, East Extension of 31st Street Pavement Reconstruction concurrent to Menards Public Improvements, to reconstruct an additional 600 LF of 31st Street, east of Michigan Street, with an estimated construction cost of $160,000.   Staff Memo & Attachments

 

8.       Approve the following items related to the Interchange at Bob Billings Parkway and K-10 Project:   Staff Memo & Attachments

 

a)       Authorize the City Manager to sign the cancellation of Utility Agreement No. 006412011, for the sanitary sewer relocations on Bob Billings Parkway Interchange.  This agreement will be replaced by Utility Agreement No. 006152014.

 

b)       Authorize the City Manager to sign Utility Agreement No. 006152014.  This agreement details the overall utility agreement with KDOT and the costs related to the sanitary sewer relocation across Bob Billings Parkway.  KDOT will pay the City for 100% of this relocation cost, $153,520, which includes the Kings Construction bid price of $145,100 plus engineering fees of $8,420.

 

c)       Authorize Mayor to sign supplemental agreement No. 2 with KDOT for the construction and costs associated with the Sanitary Sewer Relocation across K10 and 1500 Road.  The City will pay KDOT $489,140.25 for the construction of the relocations.  KDOT will pay the remaining balance of $285,859.75 for this relocation.  The total cost for these relocations is $775,000.

 

9.       Authorize staff to bind coverage of Excess Workers Compensation Insurance with Safety National for the insurance period of January 1, 2015 through December 31, 2015 in the amount of $68,457.   Staff Memo

 

10.     Authorize the Mayor to sign a Release of Mortgage for Teresa L. Guenther, 3201 West 24th Street.   Staff Memo

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

 

Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions.  If interested in serving on a board, citizens should visit the website at http://www.lawrenceks.org/boards to volunteer online, or send a letter of interest to the Mayor, P.O. Box 708, Lawrence, KS 66044.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/13 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas. Three additional positions expired 09/30/14, with two becoming vacant and one position eligible for reappointment to additional terms. Eligibility requirements exist for this board.

 

Contractor Licensing Board:

One position expired 12/31/13. This position is delegated for a representative from the Plumbing Code Board of Appeals.  One position expires 12/31/14 and is eligible for reappointment to an additional term.  Two additional positions will expire 12/31/14 and are not eligible for reappointment.  These positions are delegated for a representative that is a residential contractor and an architect/engineer.

 

Douglas County Senior Service Advisory Board:

One position expires 12/31/14 and is eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/14 and one vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Fire Code Board of Appeals:

Two positions expire 01/31/15 and are eligible for reappointment to additional terms.

 

Homeless Issues Advisory Committee:

Two positions expire 12/31/14 and are eligible for reappointment to additional terms.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/14 and one vacancy for a position that expires 09/30/15.

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council for a position that expired 09/30/14.  One position expired 09/30/14 and is eligible for reappointment to an additional term.

 

Lawrence Alliance:

Three current vacancies - one for a position that expired 11/30/13, one for a position that expired 11/30/14, and one for a position that expires 11/30/15.  Five additional positions expired 11/30/14 and are all eligible for reappointment to additional terms.

 

Lawrence Cultural Arts Commission:

Three positions expire 01/31/15 and are eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy for a position that expires 12/31/14.  Four additional positions expire 12/31/14 and are eligible for reappointment to additional terms.

 

Lawrence Douglas County Metropolitan Planning Commission:

One vacancy for a position that expires 05/31/16.

 

Mechanical Board of Appeals:

One vacancy for a position that expired 03/31/14. Eligibility requirements exist for this board.

 

Plumbing Code Board of Appeals:

One vacancy for a position that expired 04/30/14.  Eligibility requirements exist for this board.
