A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the week of January 14 – 21 as Dr. Martin Luther King, Jr. week.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 12/09/14.

 

2.       Receive minutes from various boards and commissions:

 

Sustainability Advisory Board meetings of 09/17/14 and 10/08/14

Traffic Safety Commission meetings of 11/03/14 and 12/01/14

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor.

 

6.       Bid and purchase items:

 

a)       Set bid date of February 10, 2015, for Phase 1 of the Lawrence Solid Waste Facility at 2201 Kresge Road.   Staff Memo

 

b)       Approve an increase in the scope of services for a Historic/Archeological survey for the Environmental Assessment project at the Lawrence Municipal Airport with Airport Development Group for $7,428.14.   Staff Memo & Attachments

 

7.       Accept dedication of easements and rights-of-way associated with Final Plat, PF-14-00373, for Americare Addition No. 1, a 2 lot subdivision of approximately 20.7 acres, located at 3901 Peterson. 8.       Approve submittal of the Five-Year Airport Capital Improvement Plan for the Lawrence Municipal Airport.   Staff Memo & Attachments

 

9.       Concur with the following recommendations of the Traffic Safety Commission:

 

a)       To install Traffic Calming on Lyon Street between 7th Street and 9th Street (TSC item #2; approved 6-0 on 11/3/14).  Funding is not currently available for construction of traffic calming devices.   Staff Memo    11/03/14 TSC Meeting Materials - Item #2

3.       Consider authorizing the Mayor to execute a professional services agreement and scope of services with McDonald & Associates, Inc., in substantially the form of the attached agreement and scope, for the independent review of the payment for certain infrastructure costs at Rock Chalk Park.  Staff Memo & Attachments - Added 01/09/15

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

 

Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions.  If interested in serving on a board, citizens should visit the website at http://www.lawrenceks.org/boards to volunteer online, or send a letter of interest to the Mayor, P.O. Box 708, Lawrence, KS 66044.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/13 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas. Three additional positions expired 09/30/14, with two becoming vacant and one position eligible for reappointment to additional terms. Eligibility requirements exist for this board.

 

Contractor Licensing Board:

One position expired 12/31/13. This position is delegated for a representative from the Plumbing Code Board of Appeals.  One position expires 12/31/14 and is eligible for reappointment to an additional term.  Two additional positions will expire 12/31/14 and are not eligible for reappointment.  These positions are delegated for a representative that is a residential contractor and an architect/engineer.

 

Douglas County Senior Service Advisory Board:

One position expires 12/31/14 and is eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/14 and one vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Fire Code Board of Appeals:

Two positions expire 01/31/15 and are eligible for reappointment to additional terms.

 

Homeless Issues Advisory Committee:

Two positions expire 12/31/14 and are eligible for reappointment to additional terms.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/14 and one vacancy for a position that expires 09/30/15.

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council for a position that expired 09/30/14.  One position expired 09/30/14 and is eligible for reappointment to an additional term.

 

Lawrence Alliance:

Three current vacancies - one for a position that expired 11/30/13, one for a position that expired 11/30/14, and one for a position that expires 11/30/15.  Five additional positions expired 11/30/14 and are all eligible for reappointment to additional terms.

 

Lawrence Cultural Arts Commission:

Three positions expire 01/31/15 and are eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:
