A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the week of September 17 – 23, 2015 as Constitution Week.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Building Code Board of Appeals meeting of 07/23/15

Mechanical Board of Appeals meeting of 06/11/15

 

2.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

3.       Approve licenses as recommended by the City Clerk’s Office.    

 

4.       Approve appointments as recommended by the Mayor.

 

5.       Adopt on second and final reading, the following ordinances:

 

a)       Ordinance No. 9156, to rezone (Z-15-00329) 4.87 acres from CN2 to CS, located at 2100 W 25th St & 2435 Iowa St.

 

b)       Ordinance No. 9157, to rezone (Z-15-00330) 7.26 acres from CN2 to CS, located at 2525 Iowa St.

 

c)       Ordinance No. 9158, to rezone (Z-15-00332) 2.66 acres from IG to IL, located at 808 E 28th St.

 

d)       Ordinance No. 9159, levying the maximum assessments for the construction of public improvements, including signalization of the intersection at 6th Street and Champion Lane.

 

6.       Authorize staff to advertise a Request for Proposals, RFP B1545, for the Biosolids Beneficial Re-use Program.   Staff Memo

10.     Approve a street event temporary use of right-a-way permit allowing the closure of W. 29th Terrace, between Iowa Street Frontage Road and Four Wheel Drive on Friday, October 2, 2015, from 8:00 a.m. to 11:59 p.m. for the Rock the Block, Kick Cancer Event and adopt on first reading, Ordinance No. 9147, allowing the sale, possession, and consumption of alcohol on W. 29th Terrace, between Iowa Street frontage road and Four Wheel Drive, on Friday, October 2, from 12:00 p.m. to 10:00 p.m. during the event.   Staff Memo & Attachments

 

11.     Approve a street event permit for the Lawrence Bicycle Club’s 2015 Octoginta, closing Massachusetts Street from 11th Street to 13th Street on Sunday, October 4, 2015 from 6:30 a.m. – 9:00 a.m.  Staff Memo & Attachments

 

12.     Approve a street event permit for the KU Homecoming parade and Pep Rally event to close the 100 block of East 8th Street Friday October 30, 2015 from 1:30 p.m. to 11:00 p.m.   Adopt on first reading, Ordinance No. 9150, allowing the sale, possession, and consumption of alcoholic liquor on public property on the 100 block of East 8th Street on Friday October 30, 2015 from 1:30 p.m. – 11:00 p.m., for the KU Homecoming Pep Rally event.; provided the sale, possession and consumption of alcoholic liquor are pursuant to City of Lawrence and State of Kansas law.   Staff Memo & Attachments

 

13.     Approve as a sign of community interest, a request from the Pilot Club of Lawrence to place a sign at the northwest corner of 23rd and Harper Streets promoting their annual antique show and sale at the Douglas County Fairgrounds from September 18 through September 19, 2015.   Staff Memo & Attachments

 

14.     Approve as signs of community interest, a request from the Lawrence Home Builders Association to place directional arrow signs at various locations from September 26 through October 5, 2015, for the Fall Parade of Homes event.   Staff Memo & Attachments

D.        PUBLIC COMMENT:

 

ADDRESSING THE COMMISSION:         The public is allowed to speak to any items or issues that are not scheduled on the agenda after first being recognized by the Mayor.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

1.       Consider the following items related to the Maple Street Pump Station, Project No. PW1133:   Staff Memo & Attachments

 

a)       Consider awarding Bid No. B1542, base bid and alternate bid using RCP Pipe, in the amount of $5,937,631.50, to Nowak Construction, Inc.

 

b)       Consider adopting Resolution No. 7141, ordering the improvements and authorizing the issuance of General Obligation Bonds for the construction of the Maple Street Pump Station, in the amount of $1,750,000.

 

ACTION:

b)       Consider recommendation from the Lawrence Cultural Arts Commission that the City of Lawrence partner with the Lawrence Arts Center in its application for the National Endowment for the Humanities Our Town Grant.

a)       Approve request from Lawrence Arts Center for $100,000 in transient guest tax funds to support the 2016 Free State Festival, if appropriate.

3.       Consider the following items related to the Lawrence Convention & Visitors’ Bureau:    Staff Memo & Attachments - Updated 09/11/15 PowerPoint Presentation - Added 09/16/15

 

a)       Consider adopting a resolution Resolution No. 7142 (added 09/11/15), creating a governing board for eXplore Lawrence (operating the Convention & Visitors’ Bureau) and replacing the current Convention &  Visitors’ Bureau Advisory Board;  consider authorizing the Mayor to execute an agreement with eXplore Lawrence to operate the Convention & Visitors’ Bureau, and consider approving the bylaws for eXplore Lawrence. 

 

b)       Consider guest tax allocations up to $215,221 to support bids from eXplore Lawrence/Lawrence Sports Corporation to support three (3) regional/national sporting events, contingent upon Lawrence winning the bids to host the events. 

 

ACTION:     

 

a)       Adopt Resolution No. 7142, creating a governing board for eXplore Lawrence; authorize the Mayor to execute an agreement with eXplore Lawrence to operate the Convention & Visitors’ Bureau, and approve the bylaws for eXplore Lawrence, if appropriate.

 

b)       Approve guest tax allocation up to $215,221 to support bids from eXplore Lawrence/Lawrence Sports Corporation to support three (3) regional/national sporting events, contingent upon Lawrence winning the bid to host the events, if appropriate.

BZA-Sign Code Board of Appeals:

One position expires 09/30/15 and is eligible for reappointment to an additional term.

 

Bicycle Advisory Committee:

One position expires 12/31/15 and is eligible for reappointment to an additional term.

 

Building Code Board of Appeals:

One position expires 11/30/15 and is eligible for reappointment to an additional term.

 

Citizen Advisory Board for Fair and Impartial Policing:

One vacancy for a position that expires 03/01/17.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas.  Three additional positions expire 09/30/15, and two are eligible for reappointment to additional terms and designated for low/mod areas.  The position that will become vacant is an at-large position.

 

Contractor Licensing Board:

One vacancy for a position that expired 12/31/14.  This position is designated for an Architect/Engineer.  Two positions (at-large position and general contractor position) expire 12/31/15 and are eligible for reappointment to additional terms. 

 

Douglas County Senior Services Advisory Board:

Two positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/15. Eligibility requirements exist for this board.

 

Historic Resources Commission:

One vacancy for a position that expires 03/01/16 and is designated for a historian.

 

Homeless Issues Advisory Committee:

One vacancy for a position that expires 12/31/16.  Four positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Hospital Board:

Two positions expire 09/30/15 and are eligible for reappointment to additional terms.

 

Affordable Housing Advisory Board:

Established by Ordinance No. 9129, there will be nine members appointed to this new board.

 

Human Relations Commission:

Five positions expire 09/30/15; three are eligible for reappointment to additional terms and two positions will become vacant.

 

Jayhawk Area Agency on Aging:

One position on the Board of Directors expires 09/30/15 and is eligible for reappointment to an additional term.
