NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Community Development Advisory Committee meeting of 04/23/15

2.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

3.       Approve licenses as recommended by the City Clerk’s Office.   

 

4.       Approve appointments (updated 09/25/15) as recommended by the Mayor.

 

5.       Bid and purchase items:

 

a)       Set bid date of October 20, 2015 for the 2015 Weatherization Program – Bid No. 1549 Storm Windows, Bid No. 1550, Weather-Stripping, and Bid No. 1551, Attic Insulation.   Staff Memo

 

b)       Authorize the purchase of a Millipore laboratory water system for the Kansas River Wastewater Treatment Plant Administration Building, from Fisher Scientific, for the amount of $57,271.88, utilizing the State of Kansas contract.   Staff Memo

ADDRESSING THE COMMISSION:         The public is allowed to speak to any items or issues that are not scheduled on the agenda after first being recognized by the Mayor.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

ACTION:      Receive recommendations and determine the list for interviews and approve Commissioner questions to candidates, if appropriate.

 

2.       Consider adopting on second and final reading, Ordinance No. 9127, for Special Use Permit (SUP-15-00185) for Verizon Wireless LLC to construct a new communication tower, located at 2001 Moodie Rd.  The proposed tower has been relocated since first reading of Ordinance No. 9127 to a location approximately 136’ south of the subject property’s north property line.  (PC Item 2; approved 7-0 on 6/22/15)   Staff Memo & Attachments   Correspondence - Added 09/28/15

 

ACTION:      Adopt on second and final reading, Ordinance No. 9127, if appropriate.

 

3.       DEFERRED until October 13, 2015.  Consider the following items related to the Eldridge Hotel Expansion Project:

 

a)       Consider approving a temporary use of right-of-way permit for the Eldridge Hotel Expansion Project from October 1, 2015 to December 31, 2016, that will allow the closure of City Parking Lot #12, one on street parking stall on the south side of the 100 block of west 7th Street, and the on street parking on the west side of Massachusetts Street in front of 701 and 705 Massachusetts Street.    Staff Memo & Attachments   Correspondence - Updated 09/28/15

4.       Consider authorizing resumption of city permitting and inspection services on the following remaining School District School Bond projects:  Schwegler, Deerfield, Pinckney, Sunflower, Broken Arrow, and Prairie Park elementary schools and waive fifty percent (50%) of the City’s building permit fees for such projects.  Consider authorizing the Interim City Manager to execute an agreement with the School District consistent with City Commission direction.   Staff Memo   05/06/14 City Commission Meeting Minutes    05/06/14 City Commission Meeting Video

Aviation Advisory Board:

One vacancy for a position that expires 05/31/17.

 

BZA-Sign Code Board of Appeals:

One position expires 09/30/15 and is eligible for reappointment to an additional term.

 

Building Code Board of Appeals:

One position expires 11/30/15 and is eligible for reappointment to an additional term.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas.  Three additional positions expire 09/30/15, and two are eligible for reappointment to additional terms and designated for low/mod areas.  The position that will become vacant is an at-large position.

 

Contractor Licensing Board:

One vacancy for a position that expired 12/31/14.  This position is designated for an Architect/Engineer.  Two positions (at-large position and general contractor position) expire 12/31/15 and are eligible for reappointment to additional terms. 

 

Douglas County Senior Services Advisory Board:

Two positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/15. Eligibility requirements exist for this board.

 

eXplore Lawrence:

This is a new governing board that will oversee the operations of the Lawrence Convention and Visitors Bureau and will consist of seven voting members, with representation as indicated:  one representative employed by a full-service hotel within the City limits, one representative employed by a limited-service hotel within the City limits, one member of the elected body of the Lawrence City Commission, one representative from the cultural industry of Lawrence, one representative of a local university or educational institution, one representative of the sports and/or recreational industry in Lawrence, and one representative from the service/event management industry in Lawrence.

 

Homeless Issues Advisory Committee:

One vacancy for a position that expires 12/31/16.  Four positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Hospital Board:

Two positions expire 09/30/15 and are eligible for reappointment to additional terms.

 

Housing Advisory Committee:

One position remains for this new board.

 

Human Relations Commission:

Five positions expire 09/30/15; three are eligible for reappointment to additional terms and two positions will become vacant.

 

Jayhawk Area Agency on Aging:

One position on the Board of Directors expires 09/30/15 and is eligible for reappointment to an additional term.

 

Joint Economic Development Council:
