MEETING AGENDA

A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       None.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Board of Zoning Appeals meeting of 09/03/15

Historic Resources Commission meeting of 08/20/15

Mechanical Board of Appeals meeting of 10/01/15

 

2.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

3.       Approve licenses as recommended by the City Clerk’s Office.    

 

4.       Approve appointments as recommended by the Mayor.

 

5.       Bid and purchase items:

 

a)       Set a bid opening date of November 24, 2015, for Bid No. B1555 – PVC Pipe for watermain installations, rehabilitation and replacement.   Staff Memo

 

b)       Waive staff estimates and award bids for the 2015 Weatherization Program as follows:   Bid Memo

i)        Bid No. B1549 - Storm Windows to Ziegler Glass for $19,796.21;

ii)       Bid No. B1550 - Weather-Stripping of Doors to Taylor Made Exteriors for $3,865.59; and

iii)       Bid No. B1551 - Attic Insulation to Green Globe Improvements for $8,740.00.

 

c)       Waive staff estimate and award Bid No. B1552 - Comprehensive Rehabilitation program at 1014 Lawrence Avenue, to T & J Holdings, Inc. in the amount of $27,530.   Bid Memo

 

6.       Adopt on second and final reading, the following ordinances:

 

a)       Ordinance No. 9154, rezoning (Z-14-00552) 51.85 acres from RS7, RM12, and PUD to RM24-PD Overlay, located at 1800, 1809, and 2021 Crossgate Dr.

 

b)       Ordinance No. 9155, for Special Use Permit (SUP-15-00389) for Active Recreation uses in the Alvamar Planned Development, 1800 and 1809 Crossgate Drive.

 

7.       Authorize the Mayor to sign a Subordination Agreement for Andrea Pitt, 1713 Bullene Avenue.   Staff Memo

D.        PUBLIC COMMENT:

 

ADDRESSING THE COMMISSION:         The public is allowed to speak to any items or issues that are not scheduled on the agenda after first being recognized by the Mayor.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

E.         REGULAR AGENDA ITEMS:          

 

1.       Conduct public hearing to consider the vacation of the 10’ utility easement on the south and west sides of Lot B of a replat of the south half of lots one and two, located on 801 N. 7th Street, as requested by property owner Megan Willesen.   Staff Memo & Attachments

 

ACTION:      Conduct public hearing and approve vacation of the 10’ utility easement on the south and west sides of Lot B of a replat of the south half of lots one and two, located on 801 N. 7th Street, if appropriate.

 

2.       Receive presentation on Public Works Annual Snow Training.   Presentation

 

ACTION:      Receive presentation.

 

3.       At the conclusion of the regular meeting, the City Commission should recess November 3, 2015, City Commission meeting until 8:30 a.m. on Sunday, November 8, 2015, in the City Manager’s Conference Room on the 4th Floor of City Hall at which time the City Commission will reconvene into executive session for the purpose of discussion of non-elected personnel matters.  The justification for the executive session is to protect the privacy of non-elected personnelThe City Commission will resume its regular meeting at 5:30 p.m., November 8, 2015 in the City Commission Room, and will adjourn the meeting.

 

ACTION:      Recess meeting until 8:30 a.m. on Sunday, November 8, 2015 at which time the City Commission will reconvene into executive session for the purpose of discussion of non-elected personnel matters and resume its regular meeting at 5:30 p.m., November 8, 2015 in the City Commission Room to adjourn the meeting, if appropriate.

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

 

Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions.  If interested in serving on a board, citizens should visit the website at http://www.lawrenceks.org/boards to volunteer online, or send a letter of interest to the Mayor, P.O. Aviation Advisory Board:

One vacancy for a position that expires 05/31/17.

 

Building Code Board of Appeals:

One position expires 11/30/15 and is eligible for reappointment to an additional term.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14, and four vacancies for positions that expired 09/30/15.  Four positions are designated for low/mod areas and one position is an at-large position.

 

Contractor Licensing Board:

One vacancy for a position that expired 12/31/14.  This position is designated for an Architect/Engineer.  Two positions (at-large position and general contractor position) expire 12/31/15 and are eligible for reappointment to additional terms. 

 

Douglas County Senior Services Advisory Board:

Two positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/15. Eligibility requirements exist for this board.

 

eXplore Lawrence:

This is a new governing board that will oversee the operations of the Lawrence Convention and Visitors Bureau and will consist of seven voting members, with representation as indicated:  one representative employed by a full-service hotel within the City limits, one representative employed by a limited-service hotel within the City limits, one member of the elected body of the Lawrence City Commission, one representative from the cultural industry of Lawrence, one representative of a local university or educational institution, one representative of the sports and/or recreational industry in Lawrence, and one representative from the service/event management industry in Lawrence.

 

Homeless Issues Advisory Committee:

One vacancy for a position that expires 12/31/16.  Four positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/15. 

 

Jayhawk Area Agency on Aging:

One position on the Board of Directors expires 09/30/15 and is eligible for reappointment to an additional term.

 

Joint Economic Development Council:

Two positions expire 10/31/15 and are eligible for reappointment to additional terms.

 

Lawrence Alliance:

One vacancy for a position that expires 11/30/15. Five additional positions expire 11/30/15 and are eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy for a position that expires 12/31/17.

 

Lawrence Douglas County Bicycle Advisory Committee:

Lawrence Douglas County Metropolitan Planning Commission:
