A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the week of November 16 – 20, 2015 as International Education Week.

 

2.       Proclaim the month of November 2015 as Alzheimer’s Awareness Month.

 

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 07/07/15 and 07/14/15.

 

2.       Receive minutes from various boards and commissions:

 

Aviation Advisory Board meeting of 08/20/15

Mental Health Board meeting of 09/29/15

 

3.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor.

 

6.       Bid and purchase items:

 

a)       Approve the sole source purchase of one probe, meter, and mounting hardware from Hach Co. in the total amount of $18,502.20 for the Kansas River Wastewater Treatment Plant.   Staff Memo

 

b)       Authorize the Interim City Manager to execute Engineering Services Agreements with Professional Engineering Consultants in the amount of $30,749 for the Harvard Road Waterline Replacement - Project No. UT1515, in the amount of $34,980 for the Harper Street Waterline Replacement - Project No. UT1514, and in the amount of $29,770 for the KU Power Plant Waterline Replacement - Project No. UT1502.   Staff Memo & Attachments

 

c)       Authorize a change order for Project No. PW1345 - Bob Billings Parkway, Foxfire Drive to Wakarusa Drive street improvements and repair, in the amount of $22,326.27.   Staff Memo

 

7.       Approve funding for 2015 employee longevity payments.   Staff Memo

 

8.       Authorize the Mayor to sign the Request for Neighborhood Stabilization Program (NSP1) Income Funds.  The request is for $215,000 and the grant is administered by the State of Kansas.  The funding is additional money available from the 2009 NSP1 program, of which the City of Lawrence was a grantee.  The funds will go to a partnership with Tenants to Homeowners for development of two affordable rental housing units on La Salle Street.   Staff Memo & Attachments

ADDRESSING THE COMMISSION:         The public is allowed to speak to any items or issues that are not scheduled on the agenda after first being recognized by the Mayor.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

E.         REGULAR AGENDA ITEMS:          

 

1.       Receive update on status of property at 912 Chalk Hill Court and consider deferring action on Resolution No. 7139, which ordered the structure to be repaired or demolished.   Staff Memo & Attachment

 

ACTION:      Receive update and direct staff as appropriate.

 

2.       Consider adopting the Issue Action Report from the Horizon 2020/Comprehensive Plan Update Steering Committee to provide the base for completing a new comprehensive plan, and consider adopting Joint City Resolution No. 7143/County Resolution No. ____. ACTION:      Adopt the Issue Action Report from H2020/Comprehensive Plan Update Steering Committee, and adopt Joint City Resolution No. 7143/County Resolution No. ____, if appropriate.

 

3.       Consider the following items related to the Transportation Alternatives Applications:

 

a)       Lawrence Loop Shared-Use Path Connector Project; and   Staff Memo & Attachments   Correspondence - Added 11/09/15

 

b)       Safe Routes to School, Phase 2.   Staff Memo & Attachments   Map

 

ACTION:      Authorize staff to submit Transportation Alternatives Application for the Lawrence Loop Shared-Use Path Connector Project and adopt Resolution No. 7144, supporting the project, and the Safe Routes to School, Phase 1 Project, and adopt Resolution No. 7145, supporting the project.  Direct staff on ranking of the Transportation Alternatives projects, if appropriate.

 

c)       Consider submitting a letter of support for the University of Kansas for its  Transportation Alternatives Grant Application for the Jayhawk Boulevard Streetscaping Project and consider authorizing a match of $50,000 in City of Lawrence/KU Kansas Department of Transportation funds for the project.   Staff Memo & Attachments

ACTION:      Set bid date of December 15, 2015 for Bid No. B1554, Project No. UT1209 – Clinton Water Treatment Plant Phase 1 Taste and Odor Improvements, if appropriate.

 

5.       Review existing 2015 Legislative Priority Statement and direct staff concerning issues for inclusion in the 2016 Legislative Policy Statement.   Staff Memo & Attachments   Sustainability Advisory Board Memo

 

ACTION:      Direct staff as appropriate.

 

6.       Consider motion to recess into executive session for approximately 20 minutes for consultation with attorneys for the city which would be deemed privileged in the attorney-client relationship.  The justification for the executive session is to keep attorney-client matters confidential at this time.  At the conclusion of the executive session, the City Commission will resume its regular meeting.

 

ACTION:      Approve motion to recess into executive session for approximately 20 minutes, if appropriate.

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

Building Code Board of Appeals:

One position expires 11/30/15 and is eligible for reappointment to an additional term.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14, and four vacancies for positions that expired 09/30/15.  Four positions are designated for low/mod areas and one position is an at-large position.

 

Contractor Licensing Board:

One vacancy for a position that expired 12/31/14.  This position is designated for an Architect/Engineer.  Two positions (at-large position and general contractor position) expire 12/31/15 and are eligible for reappointment to additional terms. 

 

Douglas County Senior Services Advisory Board:

Two positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/15. This position is designated for a Journeyman Electrician.

 

eXplore Lawrence:

This is a new governing board that will oversee the operations of the Lawrence Convention and Visitors Bureau and will consist of seven voting members, with representation as indicated:  one representative employed by a full-service hotel within the City limits, one representative employed by a limited-service hotel within the City limits, one member of the elected body of the Lawrence City Commission, one representative from the cultural industry of Lawrence, one representative of a local university or educational institution, one representative of the sports and/or recreational industry in Lawrence, and one representative from the service/event management industry in Lawrence.

 

Homeless Issues Advisory Committee:

One vacancy for a position that expires 12/31/16.  Four positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/15 and one vacancy for a position that expires 09/30/18.

 

Jayhawk Area Agency on Aging:

One position on the Board of Directors expires 09/30/15 and is eligible for reappointment to an additional term.

 

Joint Economic Development Council:
