NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 07/21/15 - updated 11/17/15, 07/28/15 - updated 11/17/15, 08/04/15 - updated 11/17/15, 08/11/15 - updated 11/17/15, and 08/14/15 - updated 11/17/15.

 

2.       Receive minutes from various boards and commissions:

 

Board of Zoning Appeals meeting of 10/01/15

Traffic Safety Commission meeting of 10/05/15

 

3.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor.

 

6.       Bid and purchase items:

 

a)       Waive bidding requirements and approve the purchase of a Terrastar medium duty truck, plow, spreader, chassis and body installation from Summit Truck Group and American Equipment Co. for the total amount of $86,244, utilizing the MACPP and KCMO Hydraulic cooperative purchasing contracts.   Bid Memo

 

b)       Waive bidding requirements and approve the purchase of a Tennant S30 parking garage sweeper identified in the 2016 budget process from Tennant Corporation for $53,978.48, utilizing the General Services Administration contract.   Bid Memo

 

c)       Authorize the Interim City Manager to execute Change Order No. 1 to the existing construction contract with Banks Construction, LLC, in the amount of $28,600, for the Michigan/Arkansas 2nd Street to 9th Street Waterline Replacement Project, UT1427.  Staff Memo & Attachments

 

d)       Authorize the Interim City Manager to execute a contract with Kucera International Inc., for 2016 countywide color aerial photography and approve payment in the amount of $15,405.   Staff Memo & Attachments

 

7.       Adopt Resolution No. 7140, detailing the membership and responsibilities of the Lawrence Cultural Arts Commission and repealing Resolution No. 6773.   Staff Memo & Attachments

 

8.       Receive the 2015 Retail Market Report. In accordance with Horizon 2020 and Land Development Code Section 20-1107(b)(1), Planning Staff has developed the 2015 Retail Market Report.   Retail Market Study

 

9.       Concur with the Traffic Safety Commission regarding the following:

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

Building Code Board of Appeals:

One position expires 11/30/15 and is eligible for reappointment to an additional term.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14, and four vacancies for positions that expired 09/30/15.  Four positions are designated for low/mod areas and one position is an at-large position.

 

Contractor Licensing Board:

One vacancy for a position that expired 12/31/14.  This position is designated for an Architect/Engineer.  Two positions (at-large position and general contractor position) expire 12/31/15 and are eligible for reappointment to additional terms. 

 

Douglas County Senior Services Advisory Board:

Two positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/15. This position is designated for a Journeyman Electrician.

 

eXplore Lawrence:

This is a new governing board that will oversee the operations of the Lawrence Convention and Visitors Bureau and will consist of seven voting members, with representation as indicated:  one representative employed by a full-service hotel within the City limits, one representative employed by a limited-service hotel within the City limits, one member of the elected body of the Lawrence City Commission, one representative from the cultural industry of Lawrence, one representative of a local university or educational institution, one representative of the sports and/or recreational industry in Lawrence, and one representative from the service/event management industry in Lawrence.

 

Homeless Issues Advisory Committee:

One vacancy for a position that expires 12/31/16.  Four positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/15 and one vacancy for a position that expires 09/30/18.

 

Joint Economic Development Council:

Two positions expire 10/31/15 and are eligible for reappointment to additional terms.
