1.       Approve City Commission meeting minutes from 04/05/16 and 04/12/16.

 

2.       Receive minutes from various boards and commissions:

 

Board of Zoning Appeals meeting of 02/24/16

Mental Health Board meeting of 01/26/16

 

3.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

4.       Approve licenses (updated 04/15/16) as recommended by the City Clerk’s Office.    

 

5.       Bid and purchase items:

 

a)       Authorize Central Maintenance/Fire and Medical to bid a replacement for Unit #675 utilizing the remaining funding budgeted in the 2016 equipment reserve.   Staff Memo

 

b)       Approve purchase order, in an amount not to exceed $19,660, for printing of the 2016 Summer/Fall Activities Guide, to Lawrence Journal World.   Staff Memo

 

c)       Award the bid for two 2016 Ford Transit Vans for the Animal Control Division of the Lawrence Police Department, to Laird Noller Ford for $68,968.   Bid Memo

 

d)       Award the bid for one 2016 Ford F250 Truck for the Parking Control Division of the Lawrence Police Department, to Laird Noller Ford for $29,890.   Bid Memo

 

6.       Adopt on first reading, Ordinance No. 9224, establishing the final assessment for the Corpus Christi benefit district.   Staff Memo & Attachments

 

7.       Adopt on second and final reading, the following ordinances:

 

a)       Ordinance No. 9219, to rezone (Z-16-00022) approximately 2.235 acres from RM12 (Multi-Dwelling Residential) District to RS7 (Single-Dwelling Residential) District, located at 805, 811, 817, 823, 829 and 835 Renaissance Drive. (PC Item 4; approved 8-0 on 3/21/16)

 

b)       Joint City Ordinance No. 9220/County Resolution No. ____, for Comprehensive Plan Amendment (CPA-14-00005) to Horizon 2020 Chapter 7: Industrial Land Use, and Chapter 14: Specific Plans – K-10 & Farmer’s Turnpike Plan to revise the Future Land Use map. (PC Item 6; approved 8-0 on 3/21/16)

 

8.       Adopt Resolution No. 7152, authorizing the Mayor to execute an application for the 2016 Emergency Solutions Grant from the State of Kansas.  Staff Memo & Attachments

10.     Authorize the Mayor to sign a letter of support from the City of Lawrence for Community Living Opportunities 2016-2017 Community Service Tax Credit Grant application.   Request

Moved by Commissioner Soden, seconded by Commissioner Herbert, to adopt Resolution No. 7154, establishing Indigenous Peoples Day as an annually recurring event in the City of Lawrence, Kansas. Motion carried unanimously.

2.       Receive staff memo related to the request from the North Lawrence Improvement Association to review the RS5 zoned areas in the North Lawrence neighborhood.   Staff Memo & Attachments Play Video >

Scott McCullough, Planning and Development Services Director, presented the staff report.

Moved by Commissioner Larsen, seconded by Commissioner Herbert, to maintain the existing RS5 zoning in North Lawrence; initiate a code amendment to require that a storm water grading plan be submitted in conjunction with development projects for RS5 and RS3 zoned properties in North Lawrence in the areas protected by the levee; maintain current density and dimensional standards for the RS5 District; and, direct staff to study density and dimensional standards citywide for RS5 and RS3 zoned properties and provide a report to the City Commission at a future meeting.

Two positions expire 03/01/16 and both are eligible for reappointment to additional terms.

 

Community Development Advisory Committee:
Two vacancies for positions that expire 09/30/17 and 09/30/18. These positions are designated for low/mod areas.

 

Contractor Licensing Board:
Two vacancies for positions that expired 12/31/15. These positions are designated for an at-large position and general contractor position. One vacancy for a position that expires 12/31/18. This position is designated for an architect/engineer.

 

Electrical Code Board of Appeals:
