Award Bid for Project PW1534 & PW1417 HERE Addition Public Improvements

 

Background

On August 4, 2015, the City Commission approved a cost-sharing agreement with the HERE Kansas Development to provide for the reconstruction of Mississippi Street and 11th Street adjacent to the project.  On April 5, 2016, the City Commission approved a revised cost-sharing agreement that includes a separate set of public improvement plans (PW1417) that are 100% funded by the development group with additional storm sewer, on-street parking spaces, bus turnout, sidewalk and landscaping.  Per the revised agreement the city share is not to exceed $258,439.50 excluding change orders, the original estimated city participating cost.

 

Mississippi Street Project:  The City and HERE agreed to share all costs on an equal basis related to the reconstruction of the traveling lanes (approximately 31-feet wide) of Mississippi Street and the relocation of the sanitary sewer from the intersection of 11th Street and Mississippi Street south a distance of 300 feet.  HERE is responsible for all costs of constructing parking spaces, curbs, and sidewalks.  HERE is responsible for the costs of all design and engineering plans related to the Mississippi Street Project. 

 

11th Street Project:  The City and HERE agreed to share all costs on an equal basis related to the reconstruction of the traveling lanes on 11th Street, from the intersection of 11th Street and Mississippi Street to the intersection of 11th Street and Indiana Street.  The City and HERE also agreed to share the costs of all design and engineering plans related to the 11th Street Project.  The City is responsible for the costs of constructing curbing and sidewalks on the north side of the 11th Street Project.  HERE is responsible for the costs of constructing curbing and sidewalks on the south side of the 11th Street Project. 

 

Construction Sequencing

Construction will begin in May for storm sewer, sanitary sewer and waterline on Mississippi Street.  Contractor must maintain two-way traffic with flagging operation for work prior to May 16th.  Following KU Commencement the contractor will be allowed to complete reconstruction of both Mississippi Street and 11th Street.  The contractor will be allowed to close both streets to complete all work by August and will notify adjacent property owners.

 

Project Bid Letting and Funding

On April 12, 2016 the City of Lawrence opened proposals for the following:

 

City Bid No. 1616 Project PW1534 – HERE Addition, (11th Street and Mississippi Street) Public Improvements and PW1417 HERE Addition, (Indiana Street and Mississippi Street Parking) Public Improvements  (see attached bid tab)

Per the agreement, the total estimated city share is of the project is $258,439.50 and developer's share is $1,262,351.  The city has received payments from HERE in the amount of $1,262,351.

 

The city's 50% share of the street improvements is $220,057.00 to be funded from the 2016 street maintenance budget.  The city's 50% share of the sanitary sewer improvements is $38,382.50 which will be funded from the Utility Department bonded construction fund per Resolution 7107.
