2016 Tour of Lawrence – July 15 to 17 2016

 

The City has received a request for a Street Event Temporary use of right-of-way permit, an alcohol ordinance and donated services from the City of Lawrence for approvals and support for the 2016 Tour of Lawrence bicycle event. The event has three components: a street sprint on Vermont Street downtown on Friday, July 15, 2016; a campus course (confined mostly to Haskell Indian Nations University campus) to be raced on Saturday, July 16, 2016; and a downtown criterium on Sunday, July 17, 2016 (See maps).

 

Notification of the City Commission consideration of this item has been sent to property owners adjacent to the race course (see attached notice). In addition, Parks and Recreation, Public Works, Fire/Medical, Lawrence Transit, Downtown Lawrence, Inc., eXplore Lawrence, Lawrence Association of Neighborhoods, East Lawrence Neighborhood Association, Old West Lawrence Neighborhood Association, Oread Residents Neighborhood Association and Oread Neighborhood Association all have received notice of this event.

 

The various components of this request for approval/support follow.

 

Street Sprint – Friday, July 15, 2016 (downtown)

The street sprint event would consist of a series of short sprints on Vermont Street from just south of 7th Street to just south of 8th Street. Racers would cross the finish line at 8th Street then return to the starting line area by working their way back along Vermont Street to the start line.

 

For the street sprint, the 700 block and part of the 800 block of Vermont Street would be entirely closed from 5:00 p.m. to 9:00 p.m. on Friday, July 15, 2016. The 100 block of West 8th Street (between Massachusetts and Vermont Streets) would be closed from 2:00 p.m. to 11:00 p.m. and the western half of the 200 block of West 8th Street (from Vermont west to the alley) would be closed from 3:00 p.m. until 10:00 p.m. Message boards will be placed at strategic locations in west and east Lawrence to alert traffic of the downtown event.

 

Campus Course – Saturday, July 16, 2016 (Haskell Indian Nations University)

The Saturday course will be located almost entirely on the Haskell Indian Nations University campus and have limited impact to city streets.

 

Downtown Criterium – Sunday, July 17, 2016

The downtown course will follow the same route as 2015 (see map). This route has proved to be the least impactful on downtown Sunday church services and traffic into and out of North Lawrence. The streets associated with this course will be closed from 5:00 a.m. to 7:00 p.m. Message boards will be placed at strategic locations in west and east Lawrence to alert traffic of the downtown event. The event organizers have contacted the impacted churches and have assured them they will have access for all Sunday services.

 

Temporary sale, possession and consumption of alcohol

The applicant has also requested an Ordinance No. 9221 authorizing for sale, possession and consumption of alcohol during the event.

 

The request to sell, possess and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and the event was found to not be within 400 feet of a church or school.

 

The affected areas are generally the 700 and 800 blocks of Vermont Street and west 100 block of 8th Street from Massachusetts Street to Vermont Street, including the intersection of 8th and Vermont Street and the plaza area between the Vermont Street parking garage and the Public Library on Friday, July 15, 2016 from 4:00 p.m. until 11:00 p.m., and the 700, 800 and 900 blocks of Massachusetts Street and the east & west 100 blocks of 8th Street from Vermont Street to New Hampshire Street, on Sunday, July 17, 2016, from 11:00 a.m. until 7:00 p.m., provided the sale, possession and consumption of alcoholic liquor are pursuant to City of Lawrence and State of Kansas law.

 

Police Services

Traffic control services from the Police Department during both the downtown portions of the event (Friday and Sunday) have been requested. As this is the eighth year of this event, the Police Department and race organizers have already worked out many of the details and are continually improving traffic control plans for the event. Haskell Police will be responsible for traffic control for the on-campus portions of the course.

 

The estimated Police Department staffing resources needed to manage the event are as follows:

 

Fire Medical Services

A request for the presence of standby emergency medical units at the events at levels determined appropriate by the Fire Medical Department, including the Saturday Haskell Indian Nations University portion of this event. It is also anticipated that a stand by unit will be located in North Lawrence for the duration of Friday and Sunday’s events.

 

Trash Services

A request for placement of an additional 14 trash barrels downtown during the street sprint and criterium. eXplore Lawrence staff or volunteers will be responsible for emptying these trash barrels as needed.

 

Miscellaneous City Services

A number of requests for other items of support from the city can be accommodated by the Public Works Department.

 

ACTIONS

Adopt on first reading, Ordinance No. 9221, allowing the sale, possession and consumption of alcohol on the 700 and 800 blocks of Vermont Street and west 100 block of 8th Street from Massachusetts Street to Vermont Street , including the intersection of 8th and Vermont Street and the plaza area between the Vermont Street parking garage and the Public Library on Friday, July 15, 2016 from 4:00 p.m. until 11:00 p.m., and the 700, 800 and 900 blocks of Massachusetts Street and the east & west 100 blocks of 8th Street from Vermont Street to New Hampshire Street, on Sunday, July 17, 2016, from 11:00 a.m. until 6:00 p.m., provided the sale, possession and consumption of alcoholic liquor are pursuant to City of Lawrence and State of Kansas law.

 

Approve the donation of various city services in support of the 2016 Tour of Lawrence, if appropriate.

 

Approve a Street Event Temporary use of right-of-way permit for the use of various city streets on July 15 to 17, 2016 for the Tour of Lawrence.
