6.       Adopt on first reading, Ordinance No. 9291, amending the City of Lawrence Code, Chapter 20, Article 5, Section 502, pertaining to Large Animal Agriculture, and repealing existing Section 20-502.   Staff Memo & Attachments

 

7.       Adopt on second and final reading, Ordinance No. 9292, repealing the City of Lawrence Code, Chapter 17, Article 3, Section 17-312, and enact in its place Chapter 17, Article 3, Section 17-312, pertaining to parking meter fee and fine schedule for Mississippi Street and Indiana Street adjacent to the HERE mixed use project.

 

8.       Initiate a Text Amendment, TA-16-00388, to the City of Lawrence Land Development Code, Articles 4, 5, & 17, regarding Funeral and Interment Services as defined in Section 20-1729.  The requested amendment would allow Columbariums as Accessory Uses to established Religious Assembly Institutions. Submitted by Corpus Christi Catholic Church.    Staff Memo

 

9.       Concur with the following recommendations of the Traffic Safety Commission:

Moved by Commissioner Larsen, seconded by Vice Mayor Soden, to approve Traffic Calming Projects for 2016 construction; and, direct staff to review the Ousdahl Road plan to determine if additional recommendations should be considered. Motion carried unanimously.

18.     Approve a request for signs of community interest from the Lawrence Home Builders Association to place temporary directional signs on private property at various locations throughout the City to promote their Fall Parade of Homes event that takes place over the weekends of September 24/25 and October 1/2.  Signs will be placed the morning of Saturday, September 24 and removed no later than Monday, October 3, 2016.   Staff Memo & Attachments

1.       Consider authorizing the Mayor to execute an amendment to the Interlocal Agreement with Douglas County and the Economic Development Corporation of Lawrence and Douglas County and consider adopt on first reading, Ordinance No. 9294 and Ordinance No. 9295, waiving the special assessments on five county-owned tracts in the East Hills Business Park and indefinitely deferring the special assessments on the remaining three county-owned lots.  Consider adopting on first reading, Ordinance No. 9293, which supersedes Ordinance No. 8258, to enable indefinite deferral of special assessments in this case.   Staff Memo & Attachments Play Video >

Affordable Housing Advisory Board

Three positions expire 12/31/16 and are all eligible for reappointment to additional terms.

 

Board of Zoning Appeals/Sign Code Board of Appeals

Two positions expire 09/30/16 and are both eligible for reappointment to additional terms.

 

Building Code Board of Appeals:

Four positions expire 11/30/16. Two positions are eligible for reappointment to additional terms and two positions (Architect and Contractor) will become vacant.

 

Citizen Advisory Board for Fair and Impartial Policing:

One vacancy for a position that expired 03/01/16.

 

Community Development Advisory Committee:

Two vacancies for positions that expire 09/30/17 and 09/30/18. These positions are designated for low/mod areas. Four additional positions expire 09/30/16 and are eligible for reappointment to additional terms (one position is designated for low/mod area and three positions are at large positions).
