Approve Traffic Calming Projects for 2016 construction.

 

Executive Summary:

At the June 7, 2016, City Commission meeting, the Commission approved Traffic Calming in the following areas, subject to concurrence from the neighborhoods: University Place Neighborhood, Ousdahl Road between 25th Street & 26th Street, Trail Road between Lawrence Avenue & Kasold Drive, and Trail Road between Eldridge Street & Folks Road. City Policy requires that 70% of the property owners within 300 feet of each proposed device approve of the device and location, unless directed otherwise by the City Commission. 

 

University Place Neighborhood

The plan for this neighborhood consists of Traffic Calming Circles on 17th Street & 18th Street at Indiana Street & Illinois Street, and, a Speed Hump on Louisiana Street between 17th Street & 18th Street. The neighborhood held meetings and canvassed all residents/property owners. All devices received the approval of more than 70% with the exception of the Traffic Calming Circle at 17th Street & Illinois Street which received approval of 66.7%. City approval is recommended due to overall support by the Neighborhood Association and the fact that the Traffic Calming Circles were a part of the original plan previously approved by the City Commission.

 

Ousdahl Road

The plan was developed by a committee of approximately a half dozen neighborhood residents and consists of three (3) Speed Humps between 25th Street & 26th Street. Although only one of the three (3) devices received over 70% approval, City approval is recommended since there is substantial neighborhood support and a high percentage of the owners are not residents in the neighborhood and difficult to contact.

 

Trail Road between Lawrence Avenue & Kasold Drive

The entire neighborhood was canvassed by residents with 85% of the adjacent properties approving of Speed Cushions regardless of location; with the exception of one (1) resident that approved, but, didn’t want one within 100 feet of their property. City approval is recommended for the plan that was developed by city staff, consisting of seven (7) Speed Cushions, due to substantial neighborhood support; however, exact location of devices will be coordinated with the neighborhood during design.

 

Trail Road between Eldridge Street & Folks Road

The plan was developed by a committee of neighborhood residents and consists of three (3) Speed Cushions. City approval is recommended since there is substantial neighborhood support, 70-83% for each device.

Fiscal Impact (Amount/Source):

The preliminary cost estimate is approximately $247,000; $200,000 is available in the current traffic calming budget and $20,000 in storm water utility funds for new curb inlets at intersections with traffic circles.  The project will be bid and any work exceeding the budget will be completed next year (2017) with budgeted traffic calming funding.
