Housing Initiatives Division (HID) Team

The mission of the City of Lawrence Housing Initiatives Division is to create a community where all enjoy life and feel at home by ending chronic homelessness, ensuring that everyone has a safe and affordable home, and revitalizing neighborhoods for inclusive and equitable community development.

Community development housing programs provides neighborhood support and housing assistance programs through the Community Development Block Grant, HOME Investment Partnership Program, Emergency Solutions Grant and Neighborhood Stabilization Program.

Housing and Homelessness Strategic Plan

The City of Lawrence and Douglas County are working with community partners to draft a five-year Housing and Homelessness Strategic Plan. Our goal is to create a community-wide system that achieves functional zero in homelessness through policy, system and environmental changes that give all Douglas County residents access to safe, accessible and affordable housing. When a community achieves functional zero, homelessness is a rare and brief occurrence.

The draft plan is now available for public input. Please consider participating in a listening session to share your thoughts:

  • Thursday, April 20, noon-1:30 p.m., virtually by Zoom
  • Friday, May 5, 9-10:30 a.m., Lawrence Union Pacific Depot, 402 N. Second St., Lawrence
  • Thursday, May 18, 5:30-7 p.m., Lawrence Public Library, 707 Vermont St., Lawrence

The final Housing and Homelessness Strategic Plan will be available this summer after the steering committee has a chance to incorporate community feedback.
