Utility Billing
The Utility Billing division of Finance is responsible for the billing of water, sewer, stormwater and trash services. All four services are billed on a single monthly statement, your City of Lawrence Utility Bill. Other responsibilities of the Utility Billing division include water turn-on and turn-offs, meter reading, bill collections, account transfers, and deposit refunds.
Customers can now obtain important information about their utility account 24 hours a day , 7 days a week by calling (785) 832-7878. Using the account number located on the front of the utility bill, our customers can access their current and past due balances, service disconnect dates, as well as billing and payment history.

The Utility Billing division offers multiple online services:
- Make a payment- you can pay your utility bill online with a Visa or MasterCard. The City of Lawrence uses Official Payments Corporation to process credit card payments online, as well as over the telephone. To pay with a Visa or MasterCard by telephone call (888) 255-0126. There is a convenience fee associated with both services. The $3.95 fee is charged by Official Payments Corporation for each credit card transaction via the internet or by telephone. - Establish, terminate, or transfer service- residential customers can establish, terminate, or transfer service by submitting an online application. All applications must be received at least 3 business days in advance. Due to the increased volume of service requests during the summer months, additional time (5 to 7 business days) may be required. If your requested service date is within 15 days of the previous tenant, we will automatically match their service date.
- Online billing - existing utility customers can have their monthly utility billing statement e-mailed to them. Choose to receive your statements by e-mail only, or e-mail and U.S. mail. To get signed up, visit the e-billing sign up page.
