Establishing Service
The City provides water, sewer, stormwater and trash services. All four services are billed on a single monthly statement, your City of Lawrence Utility Bill.
Due to increased requests for utility services during the summer months, additional time (5 to 7 business days) may be required to fulfill service requests.
There are several ways to sign up for water,sewer, stormwater and trash services with the City of Lawrence. All requests must be made at least 3 business days in advance.

How to establish service
When you establish service, a two-hour time frame will be given to you. During which, a Field Service Representative from the City will come to your location to turn the water service on. A responsible person must be present at the location during the time frame when your turn-on is scheduled. By having someone at the location, the possibility of water damage from faucets that have been inadvertently left on is alleviated.
If someone cannot be present during the connection time, a waiver release form must be signed. This waiver allows the City to attempt to turn on water service without the customer present. However, if more than 10 gallons of water flows through the meter, the water will be turned off, due to the concern that water damage may be done to the residence or business.
Matching Service
You can avoid making an appointment if you are willing to match your turn-on date with the previous tenant’s turn-off date. By matching the dates, the water service will remain on, allowing us to simply take a meter reading on the requested service date. If your requested turn-on date is within 15 days of the turn-off date of the previous tenant, the service date will automatically be matched and the water service will remain on.
Deposits
An initial deposit of $40 is required for residential renters. This deposit may be paid in two equal monthly installments beginning with your initial bill. Deposits are returned, with interest, after 18 months of continuous on-time payment.
Renters are charged an additional deposit, equal to twice their average monthly bill, if their bill becomes delinquent. Homeowners may also be charged a deposit if disconnection occurs due to non-payment.
Commercial and industrial accounts are charged a deposit equal to twice the monthly bill of a similar business. Deposits on commercial and industrial accounts are either paid when service is established or with the first bill. Commercial and industrial deposits are returned, with interest, after 36 months of continuous on-time payment.
