A. RECOGNITION/PROCLAMATION/PRESENTATION:
1. Receive presentation from the Douglas County National Alliance for Mental Illness Steering Committee.
2. Proclaim Saturday, September 15, 2018 to be Lawrence Drive Electric Day.
3. Proclaim Sunday, September 16, 2018 as the 150th Anniversary of the First Regular Missionary Baptist Church.
B. CONSENT AGENDA:
NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.  Members of the public wishing to speak to an item that has been pulled off the Consent Agenda will be limited to three (3) minutes for comments.
1. Approve City Commission meeting minutes from 09/04/18.
2. Receive minutes from various boards and commissions:
Mental Health Board meeting of 07/31/18
Senior Resource Center for Douglas County meeting of 07/24/18
3. Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.
4. Approve licenses as recommended by the City Clerk’s Office.
5. Approve appointments as recommended by the Mayor.
6. Adopt on first reading, Ordinance No. 9517, repealing existing Chapter 6, article 18 of the Code of the City of Lawrence, Kansas 2018 edition and amendments thereto pertaining to scrap metal dealer registration.   Staff Memo & Attachments
7. Adopt on second and final reading, the following ordinance(s):
a) Joint Ordinance No. 9515/County Resolution No. ____, and Ordinance No. 9562 for a Text Amendment (TA-18-00199) to the City of Lawrence Land Development Code, Articles 8 and 13, to update requirements for recording subdivision documents with the Douglas County Register of Deeds Office. (PC Item 3; approved 10-0 on 6/27/18)
b) Ordinance No. 9556, allowing the sale, possession and consumption of alcohol on the public right-of-way in the 900 block of New Hampshire Street on Saturday, October 20, 2018, from 12:00 p.m. – 11:30 p.m. during the Lawrence Arts Center Fall Funder Raiser.
8. Authorize the City Manager to execute a License Agreement, permitting Grinders 733, L.L.C., a Kansas Limited Liability corporation, to install an electric vehicle charging station in the right of way in front of a property where they own a business located at 733 New Hampshire Street.   Staff Memo & Attachments
9. Receive recommendation from the Director of Parks and Recreation regarding the removal of dead Elm trees on certain private properties and direct the City Clerk to issue a notice to the owners of these properties, requiring removal of the trees at the owners’ expense pursuant to City Code Chapter 18, Section 1.    Staff Memo
10. Authorize the City Manager to execute an agreement for Capital and Operating Assistance Funds between the State of Kansas and the City of Lawrence for Lawrence Transit.    Staff Memo & Attachments
11. Accept an offer to settle an outstanding Community Development Block Grant Comprehensive Rehabilitation Program loan and authorize the Mayor to execute a Release of Mortgage for Rosemary Seiger, 340 Pleasant Street.    Staff Memo
C. PUBLIC COMMENT:
ADDRESSING THE COMMISSION:  The public is allowed to speak to any items or issues, except those scheduled on the consent agenda or regular agenda portions of the agenda, after first being recognized by the Mayor.  Each person will be limited to three (3) minutes for public comment.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up, if necessary.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

• Commissioners are invited to attend the Ninth Annual Law and Order Sunday, sponsored by Heritage Baptist Church, 1781 E. 800 Road, Lawrence, KS.  The service will begin at 10:30 a.m. and each law enforcement officer and public official present will be recognized.

• Keeping Legends Alive Event (September 21/22) – a national gathering at Haskell Indian Nations University honoring the legacy of those who served our country and recreating the largest gathering of tribal people in Lawrence, Kansas in 1926 when the first tribal World War I Memorial -the Haskell Stadium and Arch – was dedicated.    Event Information

• Commissioners are invited to join the Douglas County Commission and the Lawrence Douglas County Planning Commission for a presentation of Plan 2040:  The Comprehensive Plan for the City of Lawrence and Unincorporated Douglas County on Friday, October 19, 12:00 – 2:00 p.m., during the Lawrence Douglas County Planning Commission Orientation session.

The work session will begin immediately following the
completion of the City Commission Meeting
The work session provides an opportunity for the City Commission to discuss items in greater detail.  As a general practice, the Commission will not make decisions on items presented during this time; rather they will refer the items to staff for follow up, if necessary.  Public comment related to the work session topics will be allowed at the end of the discussion on each item.  Each person will be limited to three (3) minutes for public comment.
1. The Housing Study was originally scheduled as the Work Session item.  However, so the Commission could take action on the Housing Study, the September 11 meeting was made into a Regular Meeting and the Housing Study was moved to the Regular Agenda.  Therefore, there are no Work Session items scheduled.
BOARDS AND COMMISSIONS CURRENT VACANCIES:
Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions.  If interested in serving on a board, citizens should visit the website at www.lawrenceks.org/boards to volunteer online, or send a letter of interest to the Mayor, P.O. Box 708, Lawrence, KS  66044.
Affordable Housing Advisory Board
Three positions are due to expire 12/31/18 and are eligible for reappointment to additional terms. Eligibility requirements exist for this board.
Aviation Advisory Board
One vacancy for a position that expired 05/31/18.  This position is designated for a representative from the University of Kansas.
Bodywork Advisory Board
Five vacancies, with four positions designated for body practitioners and one position for a citizen at-large.
Community Development Advisory Committee
Two positions, designated for low/mod representatives, are due to expire 09/30/18 and will be eligible for reappointment to additional terms. Two additional vacancies for at-large positions expire 09/30/18 and 09/30/20.
Contractor Licensing Board
One vacancy for a position that expired 12/31/17. This position is designated for a Residential Contractor. One additional position is due to expire 12/31/18 and will not be eligible for reappointment. Eligibility requirements exist for this board. This board will be going through restructuring in the next year.
Downtown Master Plan Steering Committee
There are six (6) positions available on this steering committee. Eligibility requirements: one (1) at-large citizen, one (1) architect, one (1) developer, one (1) downtown business owner/tenant, one (1) downtown residential owner/tenant, and one (1) downtown property owner at-large.
eXplore Lawrence Governing Board
Three positions are due to expire 12/31/18 and will be eligible for reappointment to additional terms. One vacancy for a position that is designated for the sports/recreational industry and expires 12/31/20.  There are eligibility requirements for this board.
Homeless Issues Advisory Committee
One vacancy for a position that expires 12/31/19. This position is designated for a law enforcement representative. Four additional positions are due to expire 12/31/18. Three of these positions will be eligible for reappointment to additional terms and one position will not be eligible for reappointment.
Hospital Board
Three positions are due to expire 09/30/18. One position is eligible for reappointment to an additional term and two positions will not be eligible for reappointment.
Human Relations Commission
One vacancy for a position that expires 09/30/18.  Four additional positions are due to expire 09/30/18 and all will be eligible for reappointment to additional terms.
Jayhawk Area Agency on Aging
One position is due to expire 09/30/18 and will not be eligible for reappointment.
Lawrence Douglas County Advocacy Council on Aging
Five positions expired 12/31/17. Four positions are eligible for reappointment to additional terms and one position is vacant.
Mental Health Board
One position expired 04/30/17.
Plumbing Code Board of Appeals
One vacancy for a position that expires 04/30/18 and is designated for a Master Plumber. This board will be going through restructuring in the next year.
Public Transit Advisory Committee
Two positions are due to expire 12/31/18 and are not eligible for reappointment to additional terms.
Senior Resource Center for Douglas County, Inc., Governing Board
One vacancy for a position that expired 12/31/17. Two additional positions are due to expire 12/31/18. One position will be eligible for reappointment to an additional term and one position will not be eligible for reappointment.
Social Service Funding Advisory Board
Three positions are due to expire 08/31/18 and all will be eligible for reappointment to additional terms. One vacancy for a position that expires 08/31/19.
Sustainability Advisory Board
Four positions are due to expire 12/31/18. Two of these positions will be eligible for reappointment to additional terms and two positions will not be eligible for reappointment.
Transportation Commission
Three positions are due to expire 12/31/18 and all will be eligible for reappointment to additional terms.
