Municipal Services and Operations Department
Starting Salary:  $68,485 to $99,304 Annually DOQ
(Starting Salary Typically at Entry to Mid Level of Pay Range, DOQ)
RESPONSIBILITIES:  Provides planning, management and oversight of the Municipal Services and Operations Department functions, including all functions related to laboratories, industrial pretreatment, environmental regulations and permitting, EcoSmart programs, household hazardous waste, technology, data management, science and analytics, system development and coordination. Ensures compliance with regulatory standards and permit requirements; leads science and technology development for department. Manage the development and implementation of the division and program goals, objectives, policies, and priorities within each service. Participate in the development and administration of the Department annual budget for specific areas assigned; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes. Responsible for resolving highly sensitive issues with regulatory agencies, citizens and other departments; to coordinate assigned activities with other departments, divisions and outside agencies; and to provide highly responsible and complex support to the department director.

QUALIFICATIONS:  Six years of increasingly responsible professional experience including two years of specific experience in the functional areas assigned. Equivalent to a bachelor’s degree from an accredited college or university with major course work in the specific functional areas assigned. Master’s degree strongly preferred. Appropriate regulatory agency certifications as needed. Must possess an appropriate, valid driver’s license.
