Notice of public hearing for the City of Lawrence Community Development Block Grant and Home Investment Partnerships programs

Members of the City’s Affordable Housing Advisory Board will conduct a public hearing on the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs at the Affordable Housing Advisory Board meeting at 11 a.m. on Monday, Oct. 11, 2021, in the City Commission Room on the first floor of City Hall, 6 East 6th Street, Lawrence, Kan., 66044.

This meeting will be held in a hybrid format, which means attendees can choose whether to attend in-person or virtually. Those who want to provide public comment may do so virtually or by attending the meeting in-person. All in-person participants will be required to wear a mask. This conforms with existing city policy and public health recommendations. In-person participants may remove their mask while making remarks at the podium.  The agenda notification that will be distributed on Monday, October 4, 2021 will contain information about joining the virtual meeting. The hearing is intended to provide the following:

  1. A discussion of the City’s performance in implementation of past CDBG and HOME activities, especially those funded during the past program year.  The Consolidated Annual Performance and Evaluation Report (CAPER) will be completed and will be submitted to the U.S. Department of Housing and Urban Development (the federal agency which funds the program) by October 31, 2021.  Copies of the performance report will be available for review on September 20, 2021, at lawrenceks.org/pds/reports_plans. The written comment period for the CAPER will be 30 days from the date of the publication, until October 20, 2021. Written comments may be sent to the City’s Community Development Division, P.O. Box 708, Lawrence, KS  66044 or emailed to dwalters@lawrenceks.org.
  2. General information about the CDBG and HOME programs, as well as the Consolidated Plan.
  3. A forum for suggested future CDBG and HOME activities for the upcoming program year (August 1, 2022 to July 31, 2023), and to discuss procedures for making proposals for CDBG or HOME funded activities.
  4. An opportunity for Lawrence citizens, public agencies, and other interested parties to express and discuss their opinions about the needs of low and moderate income persons, housing and community development needs, and other needs in Lawrence they feel are important. Additionally, it will be an opportunity for Lawrence citizens, public agencies, and other interested parties to provide input towards the creation of the amended Citizen Participation Plan.
