City to begin East 23rd Street reconstruction and water main replacement

Kevin PowellCity, Construction, Municipal Services and Operations

Today, June 27, the City of Lawrence is beginning the reconstruction of East 23rd Street from the Haskell Bridge to approximately 600 feet east of Anderson Road. The project will include improvements to the pavement, storm sewer, traffic signals, shared-use paths, transit stops, and water mains.

The project will include three phases, with the first phase scheduled to be completed at the end of July and the entire project expected to conclude in December 2023, contingent on weather or other delays.

During this first phase, the two inside lanes of 23rd St. will be closed between Harper and O’Connell. This is expected to take one week. After this is complete, there will be intermittent closures of one Westbound lane at a time to install an asphalt overlay on the existing Westbound lanes. This is expected to be complete by the end of July

The City will maintain two-way traffic and access to all properties throughout the project duration. Residents should expect delays in the area and use alternate routes if possible. Additionally, the City will notify property owners and residents in the project area a minimum of 48 hours before any access restrictions to their property.

The City will provide updates on the next phases as the project progresses. A project map is included below and is available to view here (PDF). A list of current City construction projects is on our website: lawrenceks.org/construction

This project is part of the City’s Capital Improvement Program. Well-maintained and functional infrastructure is integral to our community.
