1.       Proclaim the week of June 7 – 13, 2015 as Relay for Life Week.

 

 

C.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 03/10/15 and 03/24/15.

 

2.       Receive minutes from various boards and commissions:

 

Lawrence Cultural Arts Commission meetings of 02/11/15, 03/11/15, 04/15/15, and 05/13/15

Mental Health Board meetings of 03/03/15 and 03/24/15

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor.

 

6.       Bid and purchase items:

 

a)       Award the base bid, alt #1 and alt #2 "Community Health Building Improvements" (PW1343) in the amount of $98,498.00 to Simplex Grinnell LP provided they meet the requirements of the signed contract.   Bid Memo & Attachments

 

b)       Award City Bid No. B1528, Project No. PW1501 (KLINK) for the Iowa Street Project, North of 23rd Street to Irving Hill Road Bridge and South of Harvard Road to south of 6th Street, to Bettis Asphalt & Construction, Inc. in the amount of $796,227.35, provided the contractor can meet the terms established in the contract documents.   Bid Memo & Attachments

 

7.       Accept dedications of right-of-way and easement, and vacation of right-of-way associated with Minor Subdivision, MS-15-00215, for Commerce Park East No. 2, located at 1100 & 1200 E 25th Street. 9.       Approve the increase of 2015 golf fees by $1.00 on all green fees and $2.00 on all cart fees for Eagle Bend Golf Course.   Staff Memo & Attachments

 

10.     Authorize the Interim City Manager to notify Berkeley Plaza, Inc. and execute necessary documents for a one year lease extension for municipal court located at 1006 New Hampshire, extending the term to April 2017, at an annual base rent of $94,049.   Staff Memo & Attachments

 

11.     Approve revisions to City of Lawrence Administrative Policy 83 to increase the fee collected by the City for each required street tree from $245.00 to $365.00 (including an administrative fee increase from $20.00 to $25.00), with an effective date of September 14, 2015, and to update City Code references and Department names.   Staff Memo & Attachments

E.         PUBLIC COMMENT:

 

ADDRESSING THE COMMISSION:         The public is allowed to speak to any items or issues that are not scheduled on the agenda after first being recognized by the Mayor.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

2.       Receive updates on the project to revise the City’s Taxicab Code and on the State’s regulations for transportation network company services.  Consider adopting on first reading, Ordinance No. 9092 (revised 06/08/15), amending section 6-108.17, repealing existing Chapter VI, Article 6, and enacting in its place Chapter VI, Article 6 of the Code of the City of Lawrence, Kansas, 2015 Edition and amendments thereto, pertaining to taxicabs businesses and taxicab vehicles.      Staff Memo  Comparison Table   Transportation Network Services Staff Memo

 

ACTION:      Receive updates and adopt on first reading, Ordinance No. 9092, amending section 6-108.17, repealing existing Chapter VI, Article 6, and enacting in its place Chapter VI, Article 6 of the Code of the City of Lawrence, Kansas, 2015 Edition and amendments thereto, pertaining to taxicabs businesses and taxicab vehicles, if appropriate.

ACTION:      Authorize final retainer payment of $50,000 to Gene Fritzel Construction for the Sports Pavilion Lawrence project, if appropriate.

 

4.        Consider motion to recess into executive session for approximately 15 minutes for the purpose of discussing possible property acquisition.  The justification for the executive session is to keep possible terms and conditions of property acquisition confidential at this time.

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas.

 

Contractor Licensing Board:

One vacancy for a position that expired 12/31/14.  This position is designated for an Architect/Engineer.

 

Convention & Visitors Bureau Advisory Board:

One vacancy for a position that expires 07/01/18.

 

Electrical Code Board of Appeals:

One vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Historic Resources Commission:
