Affordable Housing Advisory Board

The Affordable Housing Advisory Board generally meets the second Monday of each month at 11 a.m. in the City Commission Room at City Hall. Exceptions to the regular schedule will be noted on agenda materials as they are posted.

Established by Chapter 1, Article 18 of the City Code, the purpose of the Affordable Housing Board is to:

  1. Advise the Governing Body regarding issues affecting affordable housing and supportive services in the community;
  2. Oversee and facilitate the purpose of the Affordable Housing Trust Fund, which is to support the acquisition, rehabilitation, and development of affordable housing and supportive services so that all persons in the community have access to independent living with dignity;
  3. Make recommendations to the Governing Body regarding the expenditure of money from the Affordable Housing Trust Fund in order to fund projects, as reviewed and approved by the Board, that are consistent with the purpose of the Affordable Housing Trust Fund; and
  4. Make recommendations to the Governing Body regarding the cultivation and maintenance of steady and various streams of income to fund the Affordable Housing Trust Fund. However, the Board shall not apply for any grant without prior approval of the Governing Body; nor shall it accept any gift or donation without prior approval of the Governing Body.

Members of the Board shall serve three (3) year terms, except when appointed to complete an unexpired term.  As established by the bylaws, the terms of Board members shall be staggered so that no more than two-fifths of the Board’s terms shall expire each year.  No member shall serve more than two (2) consecutive full, 3-year terms. All members of the board shall serve without compensation.

The Board shall be comprised of not more than 13 persons. The Board will be composed of:

  • Two representatives of the City of Lawrence, Kansas, appointed by the Governing Board;
  • One representative of Douglas County, Kansas, appointed by the Board of County Commissioners of Douglas County, Kansas;
  • One representative of the Lawrence-Douglas County Housing Authority, or any successor in interest, appointed by the Governing Body;
  • One representative of Family Promise of Lawrence, or any successor in interest, appointed by the Governing Body;
  • One representative of Lawrence Habitat for Humanity, or any successor in interest, appointed by the Governing Body;
  • One representative of Tenants to Homeowners, Inc., or any successor in interest, appointed by the Governing Body;
  • One representative – who shall be a current or former resident of subsidized housing – of persons residing in subsidized housing, appointed by the Governing Body;
  • One representative of Justice Matters of Lawrence, or any successor in interest, appointed by the Governing Body;
  • One representative of the Lawrence Home Builders Association, or any successor in interest, appointed by the Governing Body;
  • One representative of the University of Kansas, or any successor in interest, appointed by the Governing Body;
  • One representative of the Lawrence Chamber of Commerce, or any successor in interest, appointed by the Governing Body; and
  • One representative of the Lawrence Board of Realtors, or any successor in interest, appointed by the Governing Body

2019 Affordable Housing Trust Fund: Notice of Funding Availability Announced

The Affordable Housing Advisory Board (AHAB) of the City of Lawrence is now accepting applications for awards of up to $250,000 from the City’s Affordable Housing Trust Fund.
 
Eligible projects include acquisition, rehabilitation, and development of affordable housing and supportive services so that all persons in the community have access to independent living with dignity. Priority will be given to projects that will have an impact in 2019.
 
All application materials are to be submitted electronically by 5:00 p.m. on Friday, June 21, 2019 to Danielle Buschkoetter at dbuschkoetter@lawrenceks.org. Applicants will also be required to submit a paper copy of the signed application with a post mark date no later than one business day after the application deadline.
 
Applicants will be asked to prepare a brief presentation to the Affordable Housing Advisory Board at their meeting July 1. The Board will meet from 11:00 a.m. to 1:00 p.m. at City Hall. The Affordable Housing Advisory Board will forward recommendations for funding to the City Commission, who will approve the awards at a regular meeting.
