Craig Owens
City Manager

Craig Owens began serving as City Manager of Lawrence on July 1, 2019 after serving as City Manager for the City of Clayton, Missouri for 11 years. Over the past 25 years he has served similar positions for the cities of Rowlett, Texas, O’Fallon, Illinois, and Hazelwood, Missouri.

Craig holds a Bachelor of Arts degree from Knox College in Galesburg, Illinois and a Master of Public Administration degree from the University of Kansas. He is an International City/County Management Association (ICMA) Credentialed Manager.

Craig is former president of the St. Louis Area City/County Management Association.

Craig is married with three children.

Diane Stoddard
Assistant City Manager

Diane Stoddard has served as Assistant City Manager since October 2007. She served as the Interim City Manager from June 2015-March 2016. Prior to returning to her hometown of Lawrence, she served as Deputy City Manager and in other management capacities with the City of Manhattan, Kansas from 1996-2007. She also worked for the cities of Ottawa, Kansas and Lenexa, Kansas. She holds a master’s degree in public administration (MPA) and an undergraduate degree in political science from the University of Kansas. Diane is active in her state professional association and has served as the President of the Kansas Association of City/County Management and is a Credentialed Manager with the International City/County Management Association (ICMA). Diane is a graduate of various leadership programs, including Leadership Lawrence and Leadership Kansas. She and her husband, Brian, have two sons.

Casey Toomay
Assistant City Manager

Assistant City Manager Casey Toomay oversees city services and activities among city departments and coordinates the city’s budget functions. Additionally, Toomay serves as the city’s liaison to the LGBTQ community.

Toomay started her public administration career in 2000 as an intern in the Legal Department while still in graduate school. She was later promoted to Management Assist while finishing her dual degrees, a Masters of Public Administration/Juris Doctorate, from the University of Kansas. Toomay then served as an Assistant to the City Manager for Rye, New York and then later returned to the City of Lawrence as a Management Analyst in the Finance Department. Toomay has served as the Budget Manager for 8 years and has progressively gained experience in the city with leadership roles in the City Manager’s Office and Transit Division.
