Tom Markus began his service to the City of Lawrence in March 2016. Tom previously served as the City Manager for Iowa City, Iowa and several management positions across the Midwest. Markus has a bachelor’s degree in Business Administration with a core curriculum in Finance and Urban and Regional Studies from Minnesota State University. He has a Master of Public Administration degree from Roosevelt University in Chicago, Illinois. He is a Credentialed Manager with the International City/County Management Association and attended the Program for Senior Executives in State and Local Government at Harvard University. With over 40 years of municipal experience, Tom believes that public service is a calling and a choice to serve a community.
Throughout his career, he’s worked on the development of strategic plans, capital improvement programs, reorganization of municipal departments to capitalize on efficiency and accountability, oversight of financial and budgetary considerations including economic development programs, and the creation of development plans. He has a strong interest in social justice and growth issues between the urban core and suburban areas of communities.
Markus and his wife, Debra, are empty-nesters with three grown children living in Michigan, Wisconsin and Utah. He also has family residing in Overland Park, Kansas and looks forward to quickly familiarizing his family to the Lawrence community.
Assistant City Manager
Diane Stoddard has served as Assistant City Manager since October 2007. She served as the Interim City Manager from June 2015-March 2016. Prior to returning to her hometown of Lawrence, she served as Deputy City Manager and in other management capacities with the City of Manhattan, Kansas from 1996-2007. She also worked for the cities of Ottawa, Kansas and Lenexa, Kansas. She holds a master’s degree in public administration (MPA) and an undergraduate degree in political science from the University of Kansas. Diane is active in her state professional association and has served as the President of the Kansas Association of City/County Management and is a Credentialed Manager with the International City/County Management Association (ICMA). Diane is a graduate of various leadership programs, including Leadership Lawrence and Leadership Kansas. She and her husband, Brian, have two sons.
Assistant City Manager
Assistant City Manager Casey Toomay oversees city services and activities among city departments and coordinates the city’s budget functions.
Toomay started her public administration career in 2000 as an intern in the Legal Department while still in graduate school. She was later promoted to Management Assist while finishing her dual degrees, a Masters of Public Administration/Juris Doctorate, from the University of Kansas. Toomay then served as an Assistant to the City Manager for Rye, New York and then later returned to the City of Lawrence as a Management Analyst in the Finance Department. Toomay has served as the Budget Manager for 8 years and has progressively gained experience in the city with leadership roles in the City Manager’s Office and Transit Division.
