Pavement Condition Index (PCI) and Map

The City conducted a street condition data collection in 2023 to complete a city wide Pavement Condition Index (PCI) rating assessment. Our team performs data collection on a three year cycle, with the last round being conducted in 2023.

The City has 885 lane-miles of streets. Currently, there are 363 lane-miles in satisfactory condition or better which equates to a PCI of at least 70 on a PCI scale of 1 to 100. The overall PCI average for City streets is 63.1 with the goal of attaining an overall average PCI of 70. The collected data is utilized through pavement management program modeling software to assist in making street maintenance planning decisions and identify budget needs to reach goals with the lowest cost of ownership.

2025 Street Maintenance Program

The City Commission adopted a budget of approximately $11,095,000 to be utilized for the 2025 Street Maintenance Program (MS6-M25000). Contracted milling, patching, micro surfacing (pavement surface seal), asphalt overlay, crack sealing, and concrete rehabilitation maintenance are planned for 2025 as reflected on the interactive program map.

The Street Maintenance Program consults the Bikeways Map to determine if on-street bike facilities should be included with a project. The bike plan strives for a level of comfort of 3 or below, but there are times when the preferred bikeway separation is not feasible due to the scope of the maintenance project. The improvements proposed are based on the street width and funding constraints. Some streets in the plan include sharrows or have existing bike facilities that will be reestablished.

Staff has also completed a five year street maintenance plan including 2025 through 2029. The planned future street maintenance program is based on adopted 2025-2029 Capital Improvement Plan funding levels.  2025 = $11,095,000  2026 = $11,565,000  2027 = $13,447,000  2028 = $12,988,000  2029 = $12,520,000

Crack Seal Program

Our crack seal program facilitates preventative maintenance on streets that have been identified for crack sealing.

Crack sealing is a preservation treatment process in which hot sealant is applied to cracks in pavement to prevent water intrusion, thus extending the life of our roadways.

Typically during crack seal applications, crews will perform crack sealing work through the week, Monday through Saturday from 7 AM to 7 PM, to complete the list of identified streets. In each work location, various temporary lane closures will occur on the day of scheduled work to allow the mobile crack sealing work to be performed.

No Parking Signs: 

• Generally, within 24 to 72 hours of placement of the no parking signs, City contractors will complete crack seal work in the area and remove signs.
• After the local work is completed, signs and restrictions will be removed.
• Crack sealing is a short duration mobile operation.

Please be mindful of crews and reduce speed in areas where work is being performed.
