Recommendations/Options/Action Requested:

 

Authorize the City Manager to execute an agreement with Westar to install an electrical service to the Wakarusa Waste Water Treatment Plant, in the amount of $1,400,000.00, for Project No. UT1304 -  Wakarusa Wastewater Treatment Plant and Conveyance Corridor.

 

Executive Summary:

When operation of the Wakarusa WWTP begins in early 2018, the facility must have two sources of power per Kansas Department of Health and Environment (KDHE) requirements. Westar installed the primary electrical line to the Wakarusa WWTP property at 41st Street and O’Connell Road in early 2016 at no up-front cost to the City.  That primary 3-phase 12kV distribution line is fed from a substation near 23rd Street and O’Connell Road.  The secondary 3-phase 12kV distribution line will be routed from the intersection of E. 1500 Road and N. 1000 Road to the Wakarusa WWTP as shown on the attached map.  Westar’s existing conductors and poles along this route are not sufficient to feed the requested back-up load of the new WWTP, so three (3) miles of new distribution line are being constructed by Westar and the cost will be paid by the City out of the Wakarusa WWTP project budget. 

 

Westar has provided the City with an agreement for the construction of this three (3)-phase 12kV distribution line as well as a cost estimate of $1,400,000.00 for this work.

The fiscal impact to the City is $1,400,000.00.  This item is funded in the UT1304 budget line item #551-7-7920-6041 and is included in the Department of Utilities Rate Plan and CIP.
