As part of our 2024 Capital Improvement Plan, the City approved funding for the design of Bob Billings Parkway from K10 to E 800 Rd to accommodate future growth of the City. The design will explore how to change the existing township-maintained, partially unpaved two-lane rural road to an urban arterial roadway. This approach follows the Lawrence-Douglas County Metropolitan Planning Organization’s plan Transportation 2050, which is the blueprint for the future transportation system.

Given that the pace of future development along this corridor is not known, the City intends to improve the road in two construction phases, which can be seen in the enclosed exhibit.

  1. East Phase (K10 to the half-section line) – Anticipated 2026.
  2. West Phase (Half-section line to E 800 Rd) – Date Unknown.

The City has contracted with engineering consultant Bartlett & West to complete a conceptual layout and preliminary plans for the project. Part of that work will involve collecting survey data and meetings with property owners to gather information and discuss concerns. Multimodal transportation improvements, enclosed storm sewer system, and intersection layouts will be developed to determine the right-of-way and easements necessary to complete the project.
