Common Consumption Area

Background

As part of the City’s Unmistakable Identity outcome area, and with KU football playing in Kansas City this season, the City Commission asked staff to work with stakeholders to look into the possibilty of a Common Consumption Area (CCA) for Downtown Lawrence.

Kansas legislation permits municipalities to create Common Consumption Areas (CCAs) in designated districts, where individuals can consume alcoholic beverages outside of licensed establishments on delineated city property. These beverages must be purchased from licensed establishments within or adjacent to the CCA. Local governments are responsible for setting their own rules within state guidelines, and these regulations are typically codified by municipal ordinance.

A Common Consumption Area does not allow individuals to bring their own alcoholic beverages into the district for consumption, rather, beverages must be purchased at an establishment with permission by the State of Kansas to sell alcoholic liquor, that are within or adjacent to the established Common Consumption Area, who have elected to participate in the Common Consumption Area.
