Background

The City’s current Land Development Code was adopted in July 2006 and reflects the community’s values and expectations as included in the previous comprehensive plan, Horizon 2020, which was adopted in 1998. In November 2019, the City of Lawrence and Douglas County adopted a new comprehensive plan, Plan 2040, and in 2021, the City adopted the Lawrence Strategic Plan.

The Strategic Plan and the Comprehensive Plan set the vision for our community, and the Land Development Code is the list of standards and regulations that help us implement that vision.

As a result of the newly adopted Plan 2040 and the Lawrence Strategic Plan, the City issued a Request for Proposals (RFP) from qualified firms to assist with the revision and update of the Land Development Code.

The selected firm will assist in various aspects of the Land Development Code update, including land use planning, infrastructure assessment, data collection and analysis, and public engagement.

An evaluation committee consisting of city staff and community partners selected Clarion Associates, LLC as the preferred consultant for the project. The City Commission authorized the City Manager to sign a professional services agreement with Clarion Associates at their April 19th, 2022 meeting, and adopted Resolution No. 7421 establishing a steering committee for the project at their May 3rd, 2022 meeting.
